COUNTY COUNCILS.

SELWYN. Fbiday, June 14. A special meeting of the Selwyn County Council was held at 10.30. Present—Hon. John Hall (chairman), Messrs J. D. Enys, Ta?icred, McMillan, Mathias, and Dr. Turnbull.

The Chairman said this was a special meeting, called for the consideration of by-laws for the regulation of slaughterhouses. It was provided under the Act that these by-laws should be made by special order. In accordance with instructions from last meeting of the Council he had submitted the report of the committee, with suggestions for by-laws, to Mr Joynt, who had drafted the by-laws now before them. If tho Council resolved to make a special order adopting these by-laws they would require to be sealed with the common seal of the Council confirmed at a special meeting called within four weeks alter the one at which the order was made. The by-laws also are to be advertised within the four weeks.

The Chairman then read the proposed by laws seriatim.

.The Council then proceeded to discuss the by-laws separately. With regard to the fees payable to the Inspector, The Chairman seid that it would perhaps be necessary to guarantee the fees of the inspector up to £l5O say, and if the fees paid did not reach that amount then it could be made up out of the county funds. So far as they could learn, the number of sheep slaughtered in Christchurch was about 5000 per week, and cattle 50. Cause 1, the interpretation clause, was carried. '' Clause 2, with respect to the fee for each license being fiied at £l, elicited some discussion as to whether the sum was sufficient, but ultimately the clause passed as read. Clause 3, referring to keeping slaughterhouses clean, was passed without alteration. On the clause which fixed the fees to be paid for slaughtering, some discussion arose. Dr. Turnbull said that it had been suggested to him that the Council should not allow of small establishments such as killed only a few dozen per week, to be licensed, but that these smaller men should make arrangements with the larger slaughterhouse proprietors to slaughter the sheep, etc., necessary there. In fact it was thought that a system of public abattoirs should be established. The Chairman said there was in the Act provision for public abattoirs. Dr. Turnbull said that he thought the slaughterhouse proprietors should understand that the Council would, as soon as possible, reduce the fees. The Chairman said that from the number of cattle, &c, slaughtered iu Christchurch the fees would reach about £2BO. Tlie clauee was ultimately passed as read, the fees remaining the same as recommended by the committee. Mr Er.ya moved, "That tho by-laws intended for the regulation and licensing of slaughter-houses be made by this Council under the authority of the Counties Act, 1876, and the Slaughter-house Act." Dr. Turnbull seconded the motion, which was carried.

The Council resolved to hold a special meeting for the confirmation of the special order making the by-laws on July 13th, at 10.30 a.m.
