ROAD BOARDS.

RICCARTON. The adjourned ordinary meeting of this Board was held on Monday, June 10th, at the office of the Board, Upper Riccarton. Present all the members, and Mr 11. J. Hall (chairman). The minutes of the last meeting were read and confirmed. The following correspondence was read : From Christchurch City Council (in reply), stating the terms on which the steam road roller would be let. The Board instructed the surveyor to ascertain what amount of work per day could be performed by the roller, and to get the ruts filled in and the stones broken on the Harewood road, preparatory to using the steam roller. From'Mr T. F. Partridge, stating that he was not in a position to complete his contract for forming the Riccarton road footpath, and that he was willing to forfeit all moneys due on it if the Board would take it off his hands. The surveyor was directed to reply that the Board cannot release him from his contract, and that tenders will be called for the completion of the work at his risk. From Mr 8. Anderson, asking to be allowed to remove broom'from the River hank. Granted. From Mr J. T. Mataon, asking to be'allowed to fenco and hang gates' at each end of the Waiararapa road. The surveyor was directed to reply that the Board has no power to grant the permission. From Selwyn County Council, asking to be furnished with all papora respecting the exchange and purchase of roads through and adjoining section 199. The clerk stated that he had complied with the request. From the same source, stating that the cammiitee appointed to inquire a:j to the Qites available for a central cemetery not having yet met with a site'which they oould recommend, it has been decided to postpone the meeting which was to have been held on the 31st May, and that a date will be fixed for the next meeting, which will be communicated to the Board, From the same source, enclosing resolutions passed by the Council hi reference to the non-payment of moneys due to the Road Boards from the land fund. It was resolved that the chairman with Messrs Boag and Deans, form a committee to draft resolutions to be forwarded to the Government on the subject. From the same source, asking whether the Board will undertake the registration of dogs in the district and dispose of dog collars, as the work would devolve on the County Council after 30th instant. It was resolved to comply with the request. From the same source, pointing out course to be pursued under clause 93 of the Public Works Act for the diversion or stoppage oi roads in tho district which it way be -necessary to deal with. From Chief Inspector of Nuisances, in reference to the drainage of the north side of the Lincoln road. The surveyor stated that he had referred the inspector-to the Sydenham BoroughOounpil,under whose charge theroad is. From the Spreydon Road Board, in reply, objecting to contribute the coat of fixing culverts in the drain oh the Lincoln road. It was resolved that the Spreydon Ron.d Board be asked to reconsider their decision, as the Riccarton Road Board had contributed to similar work on the opposite side of tho road, and the work being urgent, the surveyor was requested to wait on tho chairman' of the Spreydon Road Board in reference thereto. From Measra Faniham and Marshall, asking / the Board to extend the culverts on Martin's road, and to havo the ditoh oleared out. The surveyor was directed to attend to the matter. From Mrs Alley, requesting compensation for a portion of her land covered with clay out of the Styx drain. The surveyor was directed to communicate with Mrs Alley on the Bubject. From Messrs Claridge, Yejtph, Moody, and others, asking fqr an outlet for the drainage of their Jand near Papanui. To be referred to the Drainage. Board. From Messrs Hanmer and Harper, in reply, j stating that the title to the road through Section No. 133 was in order. From the Christchurch City Council, asking if the Board would appoint a delegate to meet the sanitary committee of the Council to consider what amendments are necessary in the Public Health Act 1876, and Amendment Act 1877, in order that they may be brought beforo the Assembly as early as possible. It was resolved that the chairman represent the Board at tho conference to be held en Thursday, tho 20th instant, at 'two o'clock, at the Oily Council ofiice. From the Score- ! tary to the Treasury, advising payment of the sums of £7B 5s 6d and £OO 10s Id, being qhave of \he svjm of £3026 16s at the credit oy tho county of Selwyn, being 20 per cent, of the land revenue to March 31st, 1878. From the chairman of the Local Board of Health, calling attention to the general sanitary state of the district, and to the unsatisfactory position of the various bodies in regard to the Public Health Act. The clerk was directed to acknowledge receipt, and to

state that the Riccarton district was not yet sufficiently populated to require very stringent sanitary measures. Letter from Mr J. T. Bell, enclosing tracing of roads which had been dedicated to the Board, and stating that the deeds were being registered, and would be forwarded as soon as possible. It was resolved to change the name of the Morivale road to that of Holmwood road. It was re* solved that Messrs Phiipot and Taylor be informed that the penalty named in their contracts would be enforced unless they applied for and obtained an extension of time from the Board. It was resolved that Mr Barker be requested to remove the obstruction placed in the road drains adjoining Peerswick, and that he supply 9in. pipes, which will be laid by the Board. The surveyor was directed to lower the culvert crossing the Riccarton road when the Drainage Board bring up the fall from the main drain. The clerk produced the rate book prepared in accordance with clause 39 of the Rating Act, which was signed by the members, and the rate therein was ordered to be collected forthwith. Tenders were received for forming roads through section No. 132, and also a portion of the Bush Inn road, when that of J. Glover was accepted for the former and H. Shanks for the latter. It was resolved that in future the meetings of the Board be held on the second Monday in each month at 1 o'clock. After passing accounts for work done, the Board adjourned.
