LICENSING COURTS.

CHRISTCHURCH. The quarterly meeting of the Licensing Bench was held at the Resident Magistrate’s Court to-day at noon, when the following Commissioners were present:—Q-. L. Mellish, Esq., R.M. (chairman), H. J. Tancred, R. J, S. Harman, Esqs. Inspector Hickson appeared on behalf of the police. Mr Thomas appeared for the Licensed Victuallers’ Association. NEW HOTELS. Applications for the following new hotels were made : J. H. Andress, for an hotel on the Ferry road, opposite the residence of Mr Marsh, and five sections below that of Mr Ollivier. The Chairman said that the Bench failed to see the necessity for a new house in the locality. Application refused. Albert Hamilton, for an hotel at the corner of Armagh and Barbadoes streets. Mr Harper appeared for the applicant. The Bench considered the spot to be too close to the Gloucester street school and refused the application, Frederick Jones, for a house at the junction of Ferry and Nursery roads. The Bench said a similar application had been previously refused. The applicant said that the circumstances of the locality had much altered since that time, and the population had largely increased. The Bench held out no hope to the applicant that his house would be licensed. Mr Jones said he would renew his application when his house was built. The Bench said he would it his own risk.

Stephen Lawrence applied for a house to be built in Colombo street, 400 yards from the railway, Sydenham, The application was signed by six members of the Borough Council and a large number of other influential persons. Mr Thomas appeared for Mr Lawrence, and said that the number of public houses in Sydenham was far short of the Christchurch proportion to the population, The Bench remarked that there was already a licensed house (The Kingston) at a short distance from the place now sought to be licensed.

The following application for houses in the same neighborhood were now taken. Mr Thomas Russell, for whom Mr Stanley Edwards appeared, and Mr John Somers, for whom Mr H. H. Loughnan appeared. Mr Harper appeared to oppose both these applications. The Bench could not see the necessity for any additional accommodation in the neighborhood, and refused all three applications.

James Mager, in support of whom Mr Thomas appeared, applied for a house at Springston. In answer to a question from the Bench, Inspector Hickson said he thought the house would be a great convenience, the nearest licensed house being four miles away. Mr Marshall, a neighbor of the applicant opposed the granting of the license. Ho said the majority of the inhabitants were opposed to it. Mr Thomas appealed to the petition in favour of the application which had been signed by the best farmers in Springston. The house would be six chains from the railway station. Sergeant Wilson had reported favorably on the application. The Bench feared that the house would be ' too near to the ocafcicn. Mr Mager said he could rcmove the house to a distance of twenty chains. The Bench decided to postpone their decision for a fortnight, in order to allow the applicant to produce a pjan of the neighborhood, showing the position the house could be made to occupy. They also suggested alterations in the dimensions of the rooms, which on the plan produced were too small. In answer to Mr Marshall, the chairman said it might safely be said that the house should not be hearer than fifteen chains from the station.

Edward Maples, whose application was supported by Mr Harper and opposed by Mr Garrick, applied for a house at the corner of Salisbury and Madras streets, near the Cemetery. The application was refused, the Bench expressing the highest appreciation of Mr Maples, but considering the situation most unsuitable for a family hotel. <T. J. Mumford was granted a license for his house at the junction of Madras street and the South Belt. Mr Thomas appeared for him.

B. S. Brydo applied for a license for his house at Hip junction of the Lincoln road and the West Belt. Mr Thomas appeared for the applicant. The Bench objected that there was another house very close, and that it would bo very near the goal. Mr Prydo had been urged to apply for a license by the auctioneers and others connected with the saleyards, The Bench considered the house unnecessary and refused the application. John Toovey applied for a house at tire junction of Bar'padoeu street and Oxford terrace. Mr Deacon supported the appiieacation. The bouse was to be a large and commodious family hotel. The applicant at present conducted a ye;y respeptable boarding house on the adjoining section. The decision of the Bench was deferred for a fortnight. ■Vyilliam Letford applied for a house in Beiwv n street, Addington. Mr Deacon appeared for the applicant, who has held a wine and beer license for years in the same neighbourhood. The temporary license for the A 1 was suspended until the new building is completed. The Bench considered that too great a delay had taken place in the re-building of the house. Mr Bennett asked the Bench to postpose their decision for a fortnight, but the Bench would not consent to this. APPICATIONS POSTPONED. The following applications for renewals were postponed for a fortnight:— Henry Haddrell, of the Market Hotel. This house had been reported as in a dirty condition. R. Hamilton, for the Marine Hotel, Sumner. This application was postponed in order to allow of improvements in the bar to be made, William Atkinson, for the Talbot Arms, Yaldhurst. A bad report had been given of this house. An application for removal of license to a new building, made by J. Marsden, was postpaned in order to allow the police to report upon the premises. The application of John Morgan for the Halket Hotel was postponed ; the Bench remarking that considerable improvements had to be made. TEANSFEE, An application for the transfer of a wieu and beer license from John Fitz Gerald .to William Rodgers. Mr Thomas appeared for the applicant, and Mr H. H. Loughnan in opposition. A numerously signed petition against the application was handed to the Chairman. The Bench granted the transfer, but cautioned the applicant that if any serious breach of the law occurred in the house the license would not be renewed to any oocupier of the house, whoever he might be.

LYTTELTON, [Before W. Donald, Esq., R.M., chairman, and H. R. Webb and J. T. Rouse, Esqs., commissioners.] TBANSFEES OF LICENSES. The license of the White Cliffs Hotel was transferred from Erederick Beechey to Maurice Milburne. The license of the Lyttelton Hotel was transferred from Robert Cole to W. W. Wood. The license of the Wheatsheaf Hotel, Head of the Bay, was transferred from Henry Newton to Q-eorge Edmonds. WINK AND BEEH. Wine and beer licenses were granted to Harp of Erin, Patrick Cain j Victorian Dining Rooms, A. H. Hardecke. HOTEL LICENSES.
