The London papers are less sanguine as to Schouvaloff's negotiations, but the meeting of Congress is assured. St. Petebsbttbg, May 29. Large contributions in money for the Volvntcer Eussian Wavy are coming in. AUSTEALIA. SPECIAL TO THE GLOBE. Melbourne, May 30. Affairs in Melbourne are in a terrible state. The number of the unemployed is increasing, and they are arriving from all parts of the colony. Money is scarce. There are rumours of the failure of the largest timber firm. The exports for the year are a million less than in the previous year. Smallpox is reported on board the Siam.

At a meeting of the Waste Lands Board the chairman stated that the proceeds of the Gisborne land sale amounted to £4585, of which only £4Bl was paid in scrip. In consequence of the strong public feeling regarding the delay in prosecuting the Kaipara Eailway, Messrs Macfarlane and Swanson, M.H.E.'s, telegraphed to the Premier. Mr Macandrew replied that tenders should be immediately invited. At the annual meeting of shareholders in the Moanatairi mine, the report stated that the sum of £38,083 had been distributed in dividends. Wellington, May 30. The Hinemoa left at 4.15 this afternoon with the Governor, Lord Hervey, Captain Mal'ng and family, Mr Sheehan and secretary. A circular has been sent to all the Government departments, to the effect that it has come under the notice of the Government that subordinate officers of Government have been in the habit of sending out Government advertisements to the papers. The Government therefore notify that, in future, all Government advertisements must be signed by a Minister of the department. Messrs H. P. Lance, J. Marshman, and G. L. Mellish are gazetted to-night as School Eeserves Commissioners for Canterbury. Dttnedin, May 30. At a meeting of the Harbor Board to-day the engineer recommended that clause 12 of the contract deed between the Board and Mr Proudfoot Bhould be enforced, as the latter ha I not furnished him with information as to the steps he had taken to ensure the completion of the dredging contract in its integrity. At the request of Mr Proudfoot, the consideration of the motion was postponed. Inveecaegill, May 30.
Owing to the accident to the engine the 3.15 train to the Bluff was delayed for an hour and a quarter at Green Hills. _ Ten through passengers to Melbourne were in the train. A messenger was sent to the Bluff to inform the captain of the Albion of the cause of delay, and get another engine to fetch the train. Before he arrived the steamer had left the -wharf, and was going out of the harbor. The passengers consequently lost their passage.

The licensed victuallers, after a long discussion, resolved not to take any action against granting new licenses, but to leave the matter entirely to the Bench. Some members urged that to oppose granting licenses would throw their weight on the side of the Good Templars. The Moanatairi Company's annual report showed that the gold obtained during the year realised £57,717, and the mine was valued at £133,120. Te Wgakau, the Maori King's secretary, was present at the Cambridge Land Court. On a former occasion he has refused, allowing his land to go to other claimants rather than attend. Tyerman, the Free-Thought lecturer, has left for San Francisco in the mail steamer. In a letter to the " Star" he made a bitter attack on the Eev. Edger, who took Walker, the trance medium, and Charles Bright, by the hand. Mr Edger retorts that Tyerman's mode of address was too ribald for him. Timaett, May 30. At the Resident Magistrate's Court, Geraldine, to-day, Donald Murray, schoolmaster at Waihi bush, was charged with indecently assaulting two young girls. Both cases were dismissed. The lighting apparatus in the new lighthouse is now fixed, and will be shown in a few days. It is a fixed white light, and will be visible twelve miles away.
