Prince Bismarck recently stated in the German Parliament that he was afraid the pending negotiations would not result in Russia's making any commercial concessions to G-ermany. Political friendship, however, was independent of commercial relations, and in the present instance quite as useful to Germany as to Russia. If the Russians persisted in enforcing a protective tariff against Germany, the only remedy was to imitate their example and tax Russian imports.
