Sib, —I am never very willing to obtrude myself or my affairs upon the attention of the public, but it really docs seem to be necessary to my professional reputation that I should request permission to state distinctly through your colums that I am in noway whatever responsible for the action taken by the City Council in respect of the late assessment. I was, as it happened, away at Dunedin when it became necessary to decide upon the course to bo pursued, and the necessary steps were all taken without my being consulted.
