In the debate in the Rouse of Lords on the calling out of "the reserves, the Premier made a powerful speech. He said there were tremendous changes in the East, imperilling the Empire, whereof Ministers trusted in tho justice of the British demands being admitted by Europe, and concluded with a glowing eulogium on the greatness of the Empire. Sir Stafford Northcote’s speech in the Commons was moderate, but firm. No real opposition is expected. The Government is sure of a majority. It is expected at Berlin that Russia will yield. It is reported that Major Ifeaphy has been appointed Commissioner of Annuities in connection with the duties of his present office. It is stated here authoritatively that t here is no truth in the statement that disagreement exists between Ministers, and that certain heads of departments in the Civil Service have been obstructive. The “ Post” says:— “ We are assured by the present Government that they have received the most cordial, ready, and painstaking support and assistance from all the departments of the civil service ; that they have found the members of the civil service most able and efficient officers ; and that no obstruction or insubordination whatever has been encountered by Government in carrying out their views, either in questions of general policy, or in their projected reorganisation of the service.” It is reported that the following-changes will be made in the Civil Service :—Mr Seed to be relieved of the charge of the Marine Department by Captain Johuson as permanent head, with an increase to his present salary of £IOO per annum taken from Mr Seed’s salary; Mr McKerrow, Assistant SurveyorGeneral, to be Under-Secretary of Land and Immigration and Goldfields; Mr Huntley Elliott to be Assistant Under-Secretary of Lunds and Immigration ; Mr Oliver Wakefield to be Assistant Under Secretary of Goldfields. In consequence of the intended abolishment of the Central Store Department, each department of the Government will be held responsible for its own stores. Further reports of the finding of alluvial gold near Wellington are prevalent. The body of Captain Allen, of the schooner Maiden City, was found to-day floating near the breastwork. The Borough Council last night passed a resolution, urging the Harbor Board to obtain the services of Sir John Coodo, as Consulting Engineer. The Board’s Engineer goes to Ounaru tomorrow to obtafp'Eenderson’s sanction as one of the Royal Commissioners to th r e 3QO feet mole, and will afterwards go North to obtain that of Captain Heale, the other Commissioner.
