The Marquis of Salisbury's circular to the Powers has.causedJßuseia to order her army to prepare for war. The Earl of Leitrim was shot dead in Ireland during an agrarian outrage. [reuter's telegram to press agency.] The Queen's Message. Colonies Warned to take Defensive Measures. Servia Remobilising. Salisbury's Reply to Russia. London, April 1. The Queen's message briefly and formally explains the calling out of the reserves t > be necessary towards taking steps for the maintenance of peace, and the protection of British interests. The news of the appointment of the Marquis of Salisbury as Foreign Secretaiy, and Stanley as Secretary for War, is confirmed. The British Government have warned the Colonies that it is necessary to take all available defensive measures for outlying territory. LATER. Servia is remobilising. Russia is fortifying the lines of jTchataldja. Mr Hardy, Secretary for India, becomes Lord Staplehurst. A circular despatoh from the Marquis of Salisbury in reply, regrets Ahe Russian decision exempting Borne of the terms of peace from the debate. It refused a partial discussion of the terms, the examination whereof proves that grave results are impending by subordinating Austria and Europe to Russia. [reuter's special telegrams to the press AGENCY.] __ London, April 2. The Royal Message to both Houses assigns as'the reasons for calling out the Reserves, the maintenance of peace, and the protection of the interests of the Empire. To-day the Government sends a circular note to the Powers explaining England's policy. It criticises the terms of the treaty, and insists on the necessity of all the provisions being considered in relation to existing treaties. The tone is firm, but not defiant, Mr Hardy succeeds the Marquis of Salisbury as Secretary for India. Recruiting is going on actively. The Artillery at Halifax has been ordered home, to be replaced by the garrison at Montreal. The Home Government request the Dominion to put the Pacific Coast of British Columbia in a state of defence. The year's revenue is unexpectedly favoi> able. Replying to Lord Kimberley, Earl Cardigan read a telegram from Sir G. Bo wen reporting that the Victorian crisis had happily ended, and political animosity would soon cease. The Committee of Cardinals has reported, advising the Italian Catholics to take pare in the elections and accept seats in Parliament. SPECIAL TO THE QLOBE.
