[REUTER’S TELEGRAMS TO THE PRESS AGENCY,] Russia Refuses England’s Demands. Congress Virtually Abandoned. London, March 27,12.15 p.m, Russia finally refuses the English demand. The meeting of the Congress is virtually abandoned. The situation is critical, but in official circles it is believed war may be averted. A railway accident happened at Stafford, near Newcastle, and thirty people killed. AUSTRALIAN. Melbourne, March 28. In the Assembly Mr Berry moved a motion for the appointment of a committee to search for the Appropriation Bill. It is certain to be carried. In the Council Mr Sladen gave notice of his intention to move the appointment of a committee to comer with the committee of the Assembly. Mr Cuthbert consented to bring forward his motion -r the Payment of Members Bill the same evening. The Council passed the Payment of Members Bill through committee, A conference of the two Houses was negatived. The third reading was passed without a division, and the Council adjourned till Tuesday. In the Assembly the new Appropriation Bill, without the objectionable item, was brought up and passed through all its stages without a division, and ordered to bo sent to the Council. The House adjourned till Tuesday. Tee Payment of Members Bill has passed the Council. The Appropriation Bill has passed the Assembly, and will be assented to by the Governor on Tuesday, The crisis has now terminated, INTERPROVINCIAL. [PEE PRESS AGENCY.] Auckland, March 29.
