NEW ZEALAND UNIVERSITY.
At the sittings of the University Senate, held in Auckland on March oth, 11th, 12th, and 14th the following business was transacted :
On the motion of Mr Rolleston it was resolved— " That the Chancellor be requested to obtain information as to the extent to which the General Medical Council of Great Britain will recognise the course of studyestablished by the University in connection with any medical school in the colony." The Rev. Mr Bruce moved—" That the value of scholarships bo increased." Question put. The Senate divided. Ayes: 2—Rev. Mr Bruce, the Vice-Chancellor. .Noes : 5 Messrs Rolleston, Heale, Rev. Mr Buddie, Rev. Mr Johnston, and Bishop Redwood. A memorial was received from Mr A. W. Williamson, praying that the Senate would give to his decree of 8.A., granted at a date prior to the charter, the same rank and value as to a degree granted subsequently. The Chancellor directed that the Senate had no power to grunt the prayer of the petition, but that under section 3 of the Act the petitioner, who already possesses degree of 8.A., possesses it for all purposes to which it may be applicable within the colony of NewZealand.
A petition was received from Mr J. C. Webb, asking for payment of instalments on account of junior scholarship held by him, which payments had been withheld in consequence of petitioner having omitted to make the matriculation declaration.
A resolution was passed to the effect that the Senate could not grant the request. On the motion of the Chancellor, it was resolved—" That, with a view to the effectual concealment of examination papers from candidates, every examiner sh;dl be instructed to employ, for the printing thereof, a thoroughly trustworthy printer, who shall be required to give his personal attention to the printing, so as to provide against the possibility of a single copy being pulled, except for the purpose of being delivered at the Registrar's office."
On the motiou of the Chancellor, it was also resolved—" That the registrar shall pack up each set of papers in as many parcels as are required for examination, labelling each parcel outside and sealing it with his own seal."
On the motion of the Chancellor, it was also resolved —" That the Supervisors shall be instructed to take the parcels, with the seal unbroken, to the examinalim-rcoin, and there open them in the presence of the candidates "; and further, "That the Supervisors shall return the answers to the Registrar without any mark thereon, except the sealed paper attached thereto containing the name j such sealed paper to be opened by the Chancellor or the Registrar, who shall mark each paper with a numeral or a letter, whereof he only knows the key, before transmission to the examiner.
On the motion of the Rev.Mrßruce.it was resolved " That, with a view to prevent unnecessary expense, candidates notifying their intention to be examined in any optional subject of the B.A. Examination shall each pay a deposit of £5, which shall be returned to the candidates on presenting themselves for examination, in accordance with notice given, but otherwise shall be forfeited," A letter was read from Mr Peter Seyton Hay. 8.A., applying for the degree of M A. _ On the morion of the A'ice-Chancelior it was resolved—" That the diploma for the degree of M.A. be conferred on Mr P. S. Hay, 8.A."
Mr Rolleston moved the resolution postponed from Friday, the 3th instant—" That it is advisable the Senate should prescribe the terms and conditions upon which it will gran! degrees in medicine to students wholly or partially educated in New Zealand." Dr. Hector moved an amendment as follows —" That pending the inquiry to be addressed by lhe Chancellor to the General Medical Council of Great Britain, it is inexpedient to prescribe a medical curriculum." "The Senate divided on the amendment Ayes, B—the Yice-Chancellor, Rev. Mr Bruce, Mr Heale, Rev. Mr Buddie, Bishop Redwood, Mr Justice Richmond, Rev. Mr Johnstone, Dr. Hector. Noes 2—Rev. Mr Andrew, Mr Rolleston.
On the motion of the Rev Mr Bruce it was resolved —" That a committee, to consist of Dr. Grace, Mr Justice Richmond, Mr Rolleston, Mr Gisborne, and Rev. MiAndrew, be appointed to consider what measures should be adopted to facilitate the study of medicine within the colony, and to prepare a report thereon, to be laid before the Senate."
The Senate resolved itself into committee (adjourned) upon the following resolution by Vice-Chancellor —" That any student may be examined for degrees in cither mathematics, Latin,or Greek, provided alwayß that he shall produce a certificate from the master of an affiliated institution that he has pursued, in a satisfactory manner, in such institution, his study of the subject which he has chosen ; also, that he shall have given three months' notice to the Chancellor ; and, if such student shall satisfy the examiner upon the subject of which notice shall have been given, he shall receive a certificate to that effect, and he shall not be examined again in the samo depart' ment as a condition of taking his degree of 8.A."
Tho resolution was eventually withdrawn. The Senate resolved itself into committee to consider the subjects of examination for 1879,1880, 1881, as prepared during the recess by the committee appointed laßt session. The report of the select committee to consider the letters of Professor Shand and Mr Farquhar Macrae, and also the clause of the Chancellor's report relating to the interpreting of regulations, was laid on the table as follows:
The committee recommend—l That sections V. and VIJ. in regulation specifying value and tenure of scholarships be expunged, with a vipw to the framing of a new section, to follow preoent section VI., embodying the following suggestions:— i. 1.) That the greater number of the senior scholarships available iu each year qug!|t to he conferred upon thoiso students who, in the examination at tr-e end of the second year, shall pass with the highest credit in either of the compulsory subjects, without any further and special examination, provided that no scholarship ought to be awarded to any student who shall have obtained less than half the marks attainable in both the subjects pf examination. (3.) Thai; a limited number of scholarships might he appropriated to the best of such students as may elect to at tho end of the second year in the optional tubjeets, subject to the like condition. (3.) That a limited number of scholarships, teindik' for oii<! year only, might he made available tor students who, bavin;,' passed their tirst examination for B.A. without having obtained scholarships, shall pass with special credit in the other subjects of their B.A. examination at the end of their third year, on condition that they become candidates for honors. 2. That section V. iu regulation specifying the terms to bo kept and examinations to bo passed for the B.A. degree be amended by the addition of the following words : " And no candidate shall elect to be examined in more than five of the said subjects." 3. That section If. in regulation specifying the terms to be kept and examinations to be passed for obtaining the Degrees of Bachelor and Doctor of Laws be amended by inserting the word " University" botween the words "four" and "examinations" in th 9 first line thereof, and that the words in the second and third lines '' as prescribed for students of the second year" be erased with a view to substitute the following—
'•iu the compulsory subjects for tho B.A. Degree." 4. That under same regulation tho following should be IV lined Into a new see'ion, and precede section lll.:—Students who have pissed in the compulsery subjects of examination for the Degree of liactielor of Arts, at the end of their second year may proceed to the Degree of Bachelor of Laws, by tifiiplfeting two additional years, and passing tap SJndj Ijrd, and 4th exiimtnations prescribed try section 11. of the'regulations', viz., and 3rd at the'end of the first of such' additional ypajrs. an.d thp 4th. at the p'ncj of tljp 2nd qi sac]} fldHitjona} years ; provided tljat any candidate who shall have attained the Degree of 8.A., either after examination or " ad eundem," shall be at liberty to pass the third and fourth examination prescribed in section 11., either togother or separate or in two separate years. 5. That in section VI. in re-<ulat.ous specifying the proceedings necessary for obtaining Degrees in Music, the words in second and third lines " by the examiners above mentioned," be deleted. Resolved, on the motion of the Vice-Chan-cellor—" That the Chancellor be delegated to affix the seal of the University to the statutes mid regulations which have been passed during the present session." The University accounts as audited were passed. Mr Justice Richmond was appointed examiner for the Bowen prize, during the present yen-.-. Is vva<» resolved that the Chancellor report to his lixcellciicy the Governor, at the close di' the present session, the names of those Fellows of the C'niversity, who, by the operation of section 14 of the Qnivercity Act, may have censed to he Fellows. It. was resolved that a select committee, consisting; of the Chancellor and Vice-Chan-cllor, be appointed to draw up the annual report of the Senate to his Excellency the Governor. The Rev. Mr Buddie moved— "That the Wesleyan Theological Institution at the Three Kings, be affiliated to the University." On the motion of the Rev. Mr Johnstone the consideration of the subject was postponed for the purpose of obtaining further proof of the condition and means of instruction possossed by that institution.
