Persistent demands are made on the part of Russia for the surrender of the Turkish fleet and the occupation of Stamboul. The occupation is still delayed. Ministers, replying in Parliament, declared they were unable to give any information as to Russia keeping the full terms of peace secret. A “ Standard ” telegram declares that eight additional batteries oi artillery have arrived at San Stefens. General Gourka is approaching, with 30,000 men. Secret negotiations excite suspicion and alarm throughout Europe. The severity of the terms of peace are everywhere condemned as provocative of war, and likely to involve England and Austria. The Prince of Roumania will abdicate rather than cede Bessarabia. Eighty thousand Russian troops passed through Jassy for the Transylvanian frontier. Ordinary railway traffic is suspended. The “ Globe ” states that in the event of an expeditionary force Lord Napier of Magdala will command, with Colonel Wolsey as Chief of his Staff. Grey, and that a despatch had been forwarded to the same effect. The “ Star” says the Governor has not received any telegram on the subject. The opening of the extension of the railway to Ohaupo has been delayed for ten days. Michael Costello, charged with a second attempt to commit suicide, was discharged. The evidence showed he was of unsound mind through intemperance when he attempted to cut his throat. John Young has been apprehended charged with receiving stolen property, consisting of 13cwt. sugar, forming part of the estate of David Hamilton, recently arrested and charged with fraudulent bankruptcy. Young was remanded on bail. A correspondent at Te Awamutu writes contradicting the statement that Rewi intends to visit Wellington next session. The cutter Telegraph is ashore at Kaipara Heads. The cargo will probably be saved. The vessel and cargo are uninsured. The Thames Gas Company has declared a dividend of 3 per cent, for the half-year. Wellington, February 28. A serious accident occurred this afternoon at O’Malley’s contract for reclamation. A blast went off accidentally through an imperfect or too short fuse, and three men who had been working at the charge had not time to get away before the blast went off. One man managed to get off pretty well and was not seriously hurt. The other two were knocked down and nearly buried by the stone thrown out. Besides sustaining bruises and concussions, they are very much burned about the face gnd neck, and there are doubts as to whether they will recover. The Customs’ revenue collected at Wellington for the month ending to-day amounted to £15,145. For the corresponding month last year it was £16,667. Daring February there were 75 births and 24 deaths registered in Wellington, and 33 marriage certificates issued. The Railway Traffic Returns for the ferny weeks’ ending 12th January, for Christchurch section show a total revenue of £20,9,41. For the corresponding peyiod lagt year the yevenup wap' £18,205. The total revenue for the financial year £126,895; expenditure, £100,227.
