DRAINAGE BOARD.
The fortnightly meeting of the Christchurch District Drainage Board was held at the Boardroom, Hereford street, this morning. Present Messrs H. .1. Tancred (chairman), T. D. Jones, J. V. Boss, R. J. S. Herman, A. Duncan. The minutes of the last meeting were read and conti rmed. engineer’s report. The Engineer’s report was read as follows ' — At the request of the Inspector of Nuisances, I hwc delayed cleaning out the south city drain on the Sumner road until colder weather sets in, ns the medical officer did not think it advisable to have it done at present. 1 have also written to the breweries in the neighborhood asking them to drain directly into the sewer. Mr W. T Mitchell asks the Board to build a bridge over the ontfall drain, opposite rural section .It. 1 cun find nothing in tho terms of th-> concession of part of the canal reserve from the Provincial Government to the City Council, which would oblige tho Board to provide private bridges over the drain, and if one were built there would ho no reason to refuse a great number to other persons whose sections have frontage to the canal reserve. tion that the Board may remove it when necessary without being liable to claims for compensation. In resard to the claim made to the Board for compensation on account of cr.cronchments .y hc drain on E.S. 3863, this section is outside thobouudary of the district. ~ I have exa mined the ground on which Mr Grt.en claims compensation for grass covered up ly earth taken ont of the drain through his land. _ I estimate that tho space occupied by tho earth is nuy.r wo chains long oy eighteen links wide, being equal to 0.9 acre. I propose during the winter to Reread this earth and sow it with grass. While this is growing the ground occupied by the earth will be 1.9 acre, and by next summer it will be again nt for grazing. Tho same remark applies to the claims of Mr A. Mahar, of whoso pasture land 0.25 acre is now covered up, and when spread as above stated 0.5 acre will he occupied, which I would sow with grass. Of his claim for oats destroyed by earth out of the drain, I estimate that 42 chains long by 10 links wide have been covered by earth equal to 0.4_ As directed by tho Board, I have collected and arranged nil the necessary information for n water supply with the requisite sections and levels which will be available for Mr Clark, so that it will only he necessary to show him tho localities indicated. I have again advertised for tender to clear the Hirer Heathcote as directed by the Board at its last meeting, q Napier Bell, Engineer. The first and second paragrah* were approved of. Tho matter mentioned in the third paragraphs was referred to the Road Board wto did the work. £lO was voted to Mr Green, and £6 to Mr Mahar as compensation for damages mentioned in the fourth paragraph, and the engineer’s recommendations were adopted. The remainder of the report was approved. ABSENCE OF A MEMBER. A letter from Mr Hobbs was read by the chairman, stating that that gentleman was prevented by indisposition from attending the meeting. MB CLARK’S VISIT. A telegram from Mr Clark was read. It was elated Port Adelaide, 2nd February, and has already been published. CLAIM FOR DAMAGES. A letter from Mr T, f. doynt was r'ad. claiming £SO on account of Mr Green for damages sustained by the cutting of a drain through his land. The engineer informed the Board that the drain was an old one end had only been deepened —in fact it was a natural watercourse. The Board decided to consult their legal adviser, and appoint the Chairman and Mr Bell to see him. CORRESPONDENCE. A letter from Messrs Mnlholland and other ratepayers of tho Avon district, complaining of insufficient drainage of their land was read. The matter was referred to the Engineer to report upon. A letter from Mr J. Williamson was read. It claimed half the cost of fencing some of his land abutting on the Sand Hill reserve. It was agreed to consider tho application as soon as the Board are advised that the reserve is actually vested in them. A letter from Mr B. Taafe, asking that earth from a drain through his land might be spread, was referred to the Engineer with power to An application for compensation made by Mr F. G. P. Leach was referred for settlement to the Chairman. An application from the Bank of New Zealand relative to remittance home to meet June payment of interest on the Board’s debentures was read. . The Chairman was empowered to take the necessary steps in the matter. A letter from Mr Caleb Selfo demanding £SO compensation for damage by the making through hii land of an outlet to an old drain was read, and the matter was referred to the Engineer. It was resolved to inform Mr Selfe that the engineer was instructed to make a survey, and that the Board would communicate with him after their next meeting. A claim for £35, from Mr W. Sears, was similarly dealt with. A letter from Messrs Waites and others, begging the Board to take over a drain running through their land, near the Canal reserve, was read. . The Board resolved that the engineer be instructed to report upon the matter. A letter from the Avon Road Board, complaining of many children being prevented from attending the New Brighton school through the flooding of the river, which is choked with Weeds, was (read. The matter had been already attended to. A letter from Mr W. Palmer was read, asking for drains to he deepened. The matter was referred to the engineer to report upon. A letter from Mr D. Dunlop asked for a bridge over a drain on his property as he wished to cross cattle. The matter was referred to tho engineer, with power to act. VALUATION OF i’ROPKRTr, Notices of rateable value of the Board’s property in the city were read. The value was £IOO. THE RIVER HEATHCOTE. Tenders for keeping a portion of the river Heathcote (six miles) clear for twelve months were opened from Mr John McWilliam, £BO, and from Messrs Butler and O’Malley, £2OO. The former was accepted. KRUSE’S DRAIN. The committee reported as follows : The committee beg to report that, after careful examination of the ground, they are of opinion that tho lino south of Mr Kruse’s homestead oilers the greatest advantages both in respect of fall nud of avoidance of the circuitous course which the water from the North road is now compelled to take. The Board determined to leave it to the engineer to settle with Mr Kruse whether the line south of his house, or the old course, should he adopted. auditor’s report. The auditor’s report was read and received. valuation rolls. It was resolved, on the motion of Mr Duncan, to obtain copies of tho various valuation rolls of the city and suburbs, with a view of striking a rate for the ensuing year. A committee, consisting of Messrs Harman, Hobbs, and Duncan, was appointed to consider the rate for the year 1878. This concluded the business.
