[Per Arawata, via Bluff.] Four new Cardinals are to be created at the next Consistory, viz., Monsignori Marani and Pelegaini, of the Apostolic Chamber; Monsignori Agostini; Patriarch of Venice. A new Ministry has been formed in Holland. The Xing is about to contract a morganatic marriage with Mdlle Emilie Hambre, an actress, now inkier twenty-fifth year. Much alarm is felt throughout the kingdom in consequence of numerous deaths from hydrophobia. The same, or very similar disease has broken out amongst the deer in several parks. A Swedish arctic expedition will start next spring to try and force a passage along the coast of Siberia, and returning home through Behring’s Straits and the Suez Canal, The two vessels trying the expedition will be victualled for three years. An Italian chemist has discovered a new process for tanning leather, greatly reducing the time required, and abolishing the nauseous efiluvia prevalent near a tanyard. The cost is very slight. The Supreme Court has annulled Lord Penzance’s decision against Mr Tooth in the Hatcham case on the ground that his Lordship was not authorised by the tenor of the Archbishop of Canterbury’s direction for the trial, in sitting at Lambeth. A Roman Catholic hierarchy is to be established in Scotland at the beginning of the year, and it is stated that a Scotch Cardinal will be created.

The new Opera House on the embankment is not to be completed for theatrical purposes, the project lapsing for want of support. It has been suggested that the area on which the massive foundations have been placed might be available for the proposed India and Colonial Museum. The Thames ferry between Eotherhithe andWapping was formally opened by the late Lord Mayor on October 31st. Cleopatra’s needle will remain at Ferrol during the winter, pending the settlement of salvage by the Admiralty Court. Stanley has arrived at the Cape from Loandra in H.M.S. Industry, and received a most hearty welcome. After conveying his followers to Zanzibar he is expected to arrive in England early in December. He has received congratulations from all quarters. Mr Jus. Hail, Lord Provost of Edinburgh, and Mr A. D. Walker, Mayor of Liverpool, are to be knighted. An order was received at Chatham Dockyards on the 16th directing that the Monarch, Emilus, and several other mcn-of-war that were being got ready rapidly for sea should not be commissioned until April or May.
