DRAINAGE BOARD.
The ordinary fortnightly meeting was held this morning at quarter past eleven. Present —Messrs Duncan, Ross, Jones, Hobbe, and Harrnan. Mr Duncan was moved to the chair. engineer's report. The engineer submitted the following report : 1. In order to have everything clear for Mr Clivrk qn his arrival, I have had to see Mr Carruthers in Wellington as to the lowering and rearranging of sewers, which would be necessary if the low level outfall were adopted. Mr Carruthers has gone into the matter and re-arranged the sizes and inclinations to suit the lower outfall. 2. In the case of Mr Attwood, who applied to the Board to cause a drain to be cleared out through land belonging to Mr Heading, R.S. 1146, I find from levels taken by Mr Webster that the present drain is not in the best position for draining the various properties, said interferes with the frontages to the road. I would propose that an existing drain through the centre of the sections be cleared out and exjondod for the better drainage of Mr Attwood's land, as is shown on accompanying tracing. As this is not a public drain or watercourse, I think that action should be taken by Mr Attwood himself under clause 107 of the Drainage Act. o. The same remark applies to the case of Mr Webb, of the Bush Inn, who applied to the Board to get a drain deepened through land of Mr L. Harper, in order the bettor to drain one of Mr Webb's paddocks. 4. On the lftth September eight residents on R.S. it> at Fifth street, requested the Board to give them relief by draining the back part of their small sections which they assert te be wet in consequence of the filling in of an old watercourse. 1 wrote to the owner of the section, through which the best drainage is to be got, and received the accompanying reply. This case is precisely uimilav to that of Mr G. Gould and the, residents on R.S. 46, who have had their sections drained through Mr Gould's land. 5. S'26 winnot toe .drained to the outfall di'Ain until the low level line sewer is built, At present the drainage of Messrs Brittaa and others' sections must be by way of. the present drains to the Avoa river.
7. With the consent of the Board, I have allowed Messrs Montgomery to have a large quantity of cement on condition of returning fresh cement by next shipment. Clause 1 of the report was approved. On clauses 2 and 3 being considered, it was decided to advise the parties interested to take action under section 107 of the Drainage Act. It was resolved to adjourn further consideration of clause 4 until next meeting, the engineer, in the meantime, to take further levels, and report. On clause 5 being read, Mr Harman explained that he had spoken to Mr Packer on this subject, and his views were in concurrence with the engineer's report. It was resolved that the engineer should send a copy of the tracing and this clause to Mr Packer, for his approval, and to inform him that the work, as proposed, would be carried out at a future date. The remaining clauses were approved. PERSONAL EXPLANATION. Mr Harman desired permission to make a personal explanation. He lind been absent once or twice lately from the meetings of the Board, and the only reason for his being so was that during the absence of the Hon. E. Richardson he was, by the desire of the Lyttelton Harbor Board, performing the duties of acting-chairman; and as the meetings of that Board were held on the same day, he was reluctantly compelled to be absent to attend to those duties. Mr Richardson would shortly again resume his position, and then he (Mr Harman) would be able to give that attention to the work of the Drainage Board that he would desire. The Chairman said, from the knowledge o£ the district possessed by Mr Harman, the Board were always glad to see him present at; their meetings, and members were aware o£ the duties he had to perform as acting-chair-man to the Lyttelton Harbor Board. On the return of the Hon. Mr Richardson, members knew that Mr Harman would be as regular an attendant at the meetings of the Board as he had previously been. COBBEBPONDENCE. A letter was read from Dr. Buller, Wellington, saying his tenant, Mr J. Philpott, informed him that the Drainage Board purposed taking a main drain though the writer's property (sections 1192 and part of 1118), Papanui district. He (Dr. Buller) had no desire whatever to oppose any undertaking for the public benefit, but as he was informed that a line could be cut which would answer the purposes of drainage without injuriously affecting the owners of property in the neighborhood to any appreciable extent, he earnestly hoped the Board would not insist on carrying the drain through the land as proposed. It was resolved, after discussion, that the engineer be requested to communicate with Mr Philpott. Mr S. Clarkson wrote asking for the loan of 150 casks of cement. He would return them of the same brand and in good condition on the arrival of the ships Halcione or G-lenora, to arrive in a month or six weeks. The Board decided to accede to the request on the condition of Mr Clarkson arranging satisfactorily with the engineer. ACCOUNTS. A number of accounts were passed for' payment. One account from the town clerk for half the valuation of the city was referred to the City Council as being considered in too indefinite terms. CULVEET ON NOETH BAILWAY. A notice of motion given by Mr Hall for cutting a culvert on the Northern line of railway lapsed in the absence of that gentleman. CONTEACT WOEK. Mr Hobbs's motion for all the works of the Board being in future carried out by contract was adjourned for a month, at the' desire of members present, in the hope of having a larger meeting after the holidays. EE-INVESTMENT OF FUNDS. The matter of the re-investment of the* funds of the Board was left in the hands of the chairman to arrange. ADJOURNMENT. The Board then adjourned for four weeks, a special meeting however to be called by the chairman should Mr Clarke arrive from Sydney in the interval.
