A circular was sent to all the UnderSecretaries and heads of departments to wait upon the Premier at 3.30 p.m. yesterday. Mr Ballance was not sworn in on Saturday afternoon, though it was stated on good authority that he would have been. A"G-azette" has been issued announcing the Dames of the four already mentioned as members of a new Ministry, but the particular offices are not stated. It was given out that two others would be sworn on Saturday, but there has been none but the four yet. £fBO3I the cobeespondent of THE PEESS.] Wellington, October 14. The Ministry is not yet completed. The names of those who were sworn in—Sir George Grey, Messrs Sheehan, Macandrew, and Larnach —seem to have deterred every one else. Mr Montgomery has refused. It was reported that Mr Ballance had consented to join, and had been sworn in, but this is not true. Sir George Grey is trying to get Canterbury and Wellington represented. Mr J. E. Brown is said to have gone back to the other party disgusted. Mr Fisher is the only Canterbury member left, and it is rumored that he will be asked to join. For Wellington Mr Ballance absolutely refused ; Mr Travers too. It is just possible that Mr Bunny may be asked. The Ministry will then be completed. The general opinion is that they cannot stand.
