Bombay, September 14. It is reported that Sulieman Pasha has crossed the Balkans. A Turkish official dispatch from Hafiz Pasha states that he repulsed a violent attack by the Montenegrins. Dr. Lemon has received the following telegram from Adelaide;—“The Batavia and Singapore cable is interrupted, and there is no direct telegraphic communication with Europe. arrive at Batavia from Singapore on Septem 27th and October 13tb. There are also occa sional steamers.”

It is stated that the following gentlemen will constitute the Royal Commission to report upon the High Schools :—Mill, S. Chapman, Mr Henry John Tancred (Chancellor of the New Zealand University), and the Hon. Dr. Mcnzies.
PARLIAMENTARY
Last Night’s Proceedings. Wellington, September 19. In committee on the Education Bill some alterations were made in the sub-sections of Clause 100. The whole clause was passed on a division of 47 to 15. The remaining clauses to 103 were passed. Mr Bowen withdrew part 5 of the Bill, relating to educational reserves and endowments, as he intended to introduce a separate Bill to deal with the subject. The postponed clauses were then reconsidered, and passed with necessary alterations. A long discussion took place on Mr Curtis’s new clause to introduce the Nelson system of aided schools, but it was rejected on a division by 30 to 18. Mr Harper’s new clause to allow one whole or two half days in each week to be set apart for religious instruction was negatived on the voices. Mr Sheehan’s amendment to make the enforcement of the compulsory clauses optional with committees was agreed to, and progress reported, The House rose at 12.40,
