Meliemet Ali attacked the Russians in force on the 30th August, at Poskoi, and drove them back beyond Lira Lorn (River Lorn) with beaA r y loss. Osman Pasha attacked the Russians on the 31st August, in front ‘of Plevna, captured several Russian commanding the road to Loftche. The Shipka situation is unchanged. PARLIAMENTARY. Last Night’s Proceedings. Wellington, September 5. In committee on the Education Bill, clause 7 was amended by inserting the words “ general inspector ” instead of “ inspectors ” in the second line. The last paragraph was struck out, the effect being to have a general inspector under the department, leaving ordinary inspectors under the appointment and control of the Board. Clause 8 was postponed. Clause 9 was passed. Clause 10 was postponed. Clauses 11 and 12 were passed. Several members urged doing away Avith Boards altogether. Hon. C. C. Bowen declared them absolutely necessary. Clause 13 was passed, committees being allowed to nominate two candidates for Board instead of one. Clauses llto 19 were passed. Clause 20 was amended by disqualifying contractors under the Board. Clauses 21, 22, and 23 were passed. Clause 21 was postponed. Hon. C. C. Bowen stated that it was intended to introduce fresh provisions regarding reserves, so that those existing might be valued and then apportioned between the districts, one-fourth in each case being specifically set apart for the purposes of secondary education. Clauses 25 to 28 were passed. Clause 29 was amended so as to apply also to inspectors. Clauses 30 to 33 were passed, Avith verbal amendments. The House adjourned at 12.10 a.m.
