A despatch from the Secretary of Slate encloses instructions to pilots in the colony in regard to the war between Russia and Turkey, as follows : —" British pilots are 'not to pilot ships of war for either belligerent, except in British waters within three miles of the shore, or to do more than pilot such ships into, or out of, British ports or roadsteads when they arc not at the time engaged in any hostile operations, but ships of water in distress may always be piloted out of imminent or immediate danger, other than danger of immediate capture. The Government " Grazette," issued to-day, notifies the following appointments for the Canterbury district:—R. W. C. D'Oyly, District Land Registrar; Edward Denhnm, Assistant Registrar and Registrar of Deeds ; Alfred Pinwell, Deputy Registrar of Deeds, Dunedin Harbor Board. DrxKDTN August 17. Whitaker drew attention to an article in the " Oamaru Mail" of the 13th August, reflecting on hin. m connection with the Native Lands "Bill. Its alleged facts were pure fictions, lie knew nothing of them. The whole thing was entirely false and untrue. After a long discussion a motion was passed declaring the article a breach of privilege, and ordering Mr George -Tones, junr, the printer and publisher to attend at the bar of the House. Messrs Travers, Wakefield, Fox, and others urged that a severe example should be made of him. Messrs Thompson and Reynolds thought the House should accept Mr Whitaker's statement and let the matter drop. The Native Lands Bill debate was resumed. Mr Takamoana spoke strongly against the Bill, and urged that the Government having failed to propose a satisfactory measure, the Maoris should now prepare a Bill. Te Witi and Horn Maho spoke in favor of allowing the Bill to drop. Mr Rowe strongly condemned its provisions. Mr Hunter urged giving time for the "Government [to consult the Natives. Mr Bi'yce made several suggestions regarding the character of the legislation required, and regretted that Mr Ballance's amendment was not accepted. No one else speaking, the motion as amended was passed as follows without a division or opposition —" That the order of the day be discharged to enable the Government to give effect to the amendment of the hon member for Rangitikei, now pending as an amendment to the order for the second reading of the Bill." The Auckland G"ammar School Site, the New River Harbor Board Management, Conveyancing Ordinance Amendment; New Plymouth Harbor Board Amendment Bills were read a second time. The Dunectii, Drill Shed Reserves, and Inverc;i rgill Gasworks Loan Bill were read a third time and passed. The House adjourned at 12.15.
