PARLIAMENTARY INCIDENTS.
[from the correspondent op the press.] Wellington, Aug. 1, 8 p.m. Much time was wasted yesterday over the Crossed Cheques Bill before it passed, members being quite muddied as to the effect and utility of crossing cheques, or for whose benefit it operates. The Charitable Institutions Bill was again discussed, and the opinion seems strengthening that it will have to be shelved. The House was well attended to hear the Financial Statement. Nearly every member was in his place, and all the galleries filled. The Statement took an hour and a half in delivering and the House then adjourned. The opinion of people generally is that it was a success, and Major Atkinson gels much credit for its clearness. Some think it not bold enough in grappling with the questions of continued borrowing and the land fund. The Public Works Statement will probably follow next week. Nothing has transpired as to the policy of Mr Whitaker’s Electoral Bill, which is looked tor anxiously. Since the resumption of the House this evening Sir George Grey has been speaking on the Charitable Institutions Bill. The speech hitherto has been a wonderful composition of sentimental bathos. The Ministry as usual are being charged with amassing enormous and unholy fortunes at the expense of the poor, and so on.
