[from the correspondent of the press.J Wellington, July 24, 8 p.m. The report of the Railway Commission which sat in Christchurch at the end of last year has been laid before the House, and contains the recommendation as to freight and passenger charges upon which the Government have acted in raising the charges made in Canterbury, but the greater part of the report is occupied by audit and accounts. Sir George Grey’s motion for to-morrow night, “ That no others than members of the Assembly be admitted to Bellamy’s,” is considered ill-natured and uncalled for. Several officials of long standing have determined to keep away, whether the motion is carried or not. The Impounding Act consolidates Provincial Acts, and places pounds under the management of County Councils and Municipal Councils, to whom the fees go. The Sheep and Cattle Act extends over twenty-four pages, and consolidates the various Provincial Acts relating to scab and branding. The Governor is to define districts. Every owner of sheep and cattle shall contribute annually to a fund according to the number of his flock, to defray expenses of Act, and shall send in an annual return. The bill provides for registration of brands, the appointment of inspectors, and the issuing of clean certificates, notice before travelling with stock, penalties for breaches of the Act, and the usual provisions of the Scab Acts. The report of the commission on Auckland railways is printed. It censures Passmore’s management, and recommends the appointment of a manager employing his own subordinates, and to be paid a low salary with commission on the earnings.
