The Victory at Biela Unconfirmed. Communication with Kars Restored. Russian Retreat in Armenia. Singapore, July 10th, 12.30 p.m. The news of the Eussian defeat at Biela is not confirmed. According to Eussian despatches, their forces occupied Biela on July sth. A Turkish despatch states that Mukhtar Pasha has effected a restoration of communication with Kars. Bombay, July 10th, 12.15 p.m. Eussian unofficial despatches assert that the Eussian retreat in Armenia has been caused by having underrated the strength of the Turkish forces by which they were likely to be opposed, and by the fact that the Eussian columns are quite inadequate to the contemplated operations. With regard to the crossing of the Danube by the Eussians, it is believed that Abdul Kerim, the Turkish commander-in-Chief, is occupying a defensive position.
