It is stated Unit the Archbishop of Canterbury intends introducing this session a bill providing a new form of procedure against delinquent clergymen. At present either the Public Worship Regulation Act or the Church Discipline Act may be put in force in the ease of offences against ritual or doctrine : but with respect to charges of drunkenness, simony, immorality, non-resi-dence, &c„ proceedings can be instituted only under the Ch urch Discipline Act. The object of the Archbishop’s measure is to reform and simplify suits in the latter class of cases. If the parties on either side consent to the Bishop’s decision being taken as final, the Bishop himself will try the cause ; but if not it will go in the first instance, and without any proliminarv trial by the Bishop, to the Arches Court for Lord Penzance’s decision, a subsequent appeal being allowed to the Privy Council.
