ROAD BOARDS.

HEATHCOTE

The ordinary meeting of the Board was held on Thursday lust. Present —Messrs S. Manning (chairman), and Messrs W. Langdown, Wm. Attwood, and T. Jones. The minutes of the last meeting were read and confirmed. The members of the Board, who had been deputed to examine Stanmore Bridge, reported that they had done so, and found the bridge to be in an unsound condition, to such an extent as to require an entirely new bridge to replace the present structure. It was resolved that this Board confer with the Avon Road Board and the chairman of the County Council on the subject of providing for the cost of the new bridge. A letter was read from the Secretary to the Treasury, Wellington, informing the Board that a second instalment had been paid in to the Bank to the credit of the Board of £414 16s Bd, on account of the pound for pound of rates collected up to 31st March, 1876. A letter was read from the Colonial Secretary, inviting suggestions from the Board in reference to a Grcneral Road Board Law, to be presented to Parliament next session. As the date fixed at the last meeting for levying the • general rate of the district would interfere j with the voting of the ratepayers at the clcc- ( tion on the 18th instant, it was resolved, " That the said rate shall become due and payable on the Ist day of June next (instead of 10th of May), and that sucli alteration of date be duly advertised." Resolved —" That, subject to the approval of a general meeting of ratepayers to be called for that purpose, the future elections of the Board be eonducted by ballot, under the provisions of the Regulations of Local Elections Act, 1876." The chairman reported having arranged with the contractor for the Government worts, Sumner road, to break up and cart the balance of the stone procured from the works to such places as required. The action of the chairman herein was approved. A letter was received from Mr John Johnston, re First street, leading from Colombo road, giving particulars of dedication of this road to the Superintendent. To be informed that the Board will institute enquiries respecting said particulars, and on verification will obtain an estimate of cost of formation, which cost will have to be provided for by the residents previous to execution of work. Application from Mr Robinson, bootmaker, Colombo road, to erect a verandah in front ef his premises, was a«recd to on usual conditions. A letter from a resident at Avonpide, complaining of a nuisance, was ordered to be forwarded to the Board of Health. A letter from Mr Hart, agent to Charlesworih's Estate, was read re Dyer's road alterations. The matter was left with the chairman to arrange. Resolved, " That in compliance with a requisition from ratepayers, a letter be written to the Drainage Board, requesting them not to break up the Ferry road during the present winter." Also resolved, " That a letter bo written to the Drainage Board, calling their particular attention to the ill effects which will ensue to the north side of the Ferry road by the whole of the traffic being caused to pass over it during the progress of the proposed drainage works, and requesting them to make efficient provision for maintaining and leaving the road in good order." Resolved, "That Mr William Palmer be appointed to impound horses and cattle wandering at large in the Heathcote district." Ecsolved, "That the solicitors to the Board take the necessary proceedings to procure the removal of Horler's obstructions on the Heath - cote river road, at the Christchurch Quay, without further delay." Resolved, " That in

consequence of the very large increase of work required to be clone in the district, an addition be made to the working plant of the Board of two draught horses, with tip drays and harness. The horses to be examined and passed by a veterinary surgeon previous to purchase." Resolved, "To call for tenders for 200 yards broken metal for Bridle-path road, and 100 yards broken metal for Valley Station road." The foreman reported on the works in progress In the district. Tenders were accepted for shingling Heathcote River road from Christchurch Quay to Opawa railway station ; also, for shingling part of Charlesworth's road. Vouchers to the amount of £IOO 14s 9d were examined and passed for payment. It was arranged that Mr F. Jones would be in attendance with the returning officer (Mr Geo. Leslie Lee) on the day of election, 18th May insL.
