The City Council intend petitioning Parliament to revest the wharves reserves in them. The University Council decline Mr Severn's application for the position of scientific lecturer, he promising to hand over his apparatus if appointed. Mr Macandrew lias brought down several important resolutions for the next University lncetinf. The first asks the Chancellor to (alee the necessary steps for legislation to make Professors fix officio members of council, and for calling for competitive designs for new buildings, to cost £20,000. Motion No. 2 reads "vneral welfare of the country depends much upon diffusing sound learning of the highest class, to which end advancement n connection
with the University of as many scholarships as possible would be greatly conducive. Resolved that £IOOO a-year be set aside out of the funds of the University, towards this object, and that the Professorial Board be requested to indicate its opinions as to the terms and conditions upon which the money can be best applied. . Council desires to express its earnest hope that many of those who have acquired large moans in the country Mill be induced to devote a port ion thereof towards endowments of scholarships in the university. Further, t bat with the view of bringing permanently under the notice of the people of Otago the fact that provision is made within the province,' whereby University education may be acquired by, and is open to all who may avail themselves of such provision, thai copies of the University Calendar, together with such regulations for the acquisition of scbolarships as may be adopted, under foregoing resolutions, be transmitted to individual members of all corporate bodies and school committees throughout Otago."
