Turkey's answer to the Czar's manifesto is that the attack of Russia is unprovoked. Appeals to the treaty of 1856, and the mediation of the European powers. Russia is pouring troops into Roumania, Many have already arrived at G-alatz. The Cossacks are marching on Kalifat. The Turks occupying Roumania have withdrawn to the interior. Prince Nitka, of Montenegro, is marching towards the frontier. The Turks are advancing upon Nicksch. Seventeen thousand Russians have crossed the Turkish frontier, and a large force is on its way towards the Danube. There is an universal desire that England should remain neutral. The Paris papers do not consider Von Moltko's speech hostile to France.
