LATEST FROM EUROPE AND AUSTRALIA. [by submarine cable, per press agency] Emperor of E. ssia’s Reasons for Declaring War. London, April 21. The Emperor of Russia’s manifesto records the interest he has felt on behalf of the Christian subjects of the Porte, and his desire that the amelioration of their condition should be guaranteed. His entire reign lias testified his solicitude for peace, but two years’ negotiations with the other Powers had failed, through the stubborn refusal of the Porte. There had been the refusal of every effectual guarantee, the refusal of the Protocol which expressed the unanimous view of the European States. Pacific efforts having become exhausted through the proud obstinacy of the Porte, obliges war. He was profoundly convinced of the justice of it, and placed confidence in God. This was foreseen at the time he made his Moscow speech, and now the time had arrived for the independent action of Russia. Invoking the blessing of God, he would order his troops to cross the Turkish frontier. The circular of Gortsehakoff states that Russia is seeking to do forcibly what Europe has vainly tried to do peaceably —further the interests of Europe. AUSTRALIAN NEWS, Sydney, April 26. At a meeting of the Education Hoard yesterday, Professor Shand and Mr Maeandrew spoke strongly on the necessity of specialising the educational reserves of Otago. Professor iShand said if this was not done, the Government would deduct the revenue derived from the reserves from the sum voted for education in Otago. Mr Maeandrcw supported Professor Shand’s remarks, and added that lie had no doubt Otago would be robbed of these reserves, unless some change took place in the colonial policy.
