LYTTELTON HARBOR BOARD.
The adjourned meeting of the Board was held at the Provincial Council Chamber, at 2 p.m. yesterday. Present —The Hon E. Richardson (chairman), Hon John Hall, Messrs Anderson, Harman, Wright, Craig, and Cunningham. ABSENCE. The Chairman stated that he had received with regret a letter from Mr Sawtell, stating that he would be unable to attend the meeting in consequence of domestic affliction. chairman’s statement. The Chairman stated that he had availed himself of the power given him by resolution of the Board, by appointing Mr Grey to act as secretary pro tern. Since last meeting he had written to Mr Bolleston, re the repairs to the dredge and hopper barges, and the work had been put in hand under Mr Thornton’s direction. He had also written to Mr Rolleston, stating that Captain Anderson’s services would bo dispensed with at the end of last month. He had written to the Minister for Public Works with respect to taking over the wharves, and had suggested that an engineer or other officer of the Board should be appointed to go over the wharves, &c, along with some one appointed by the Board. On Wednesday last, he proceeded to Lyttelton, and visited the Naval Point Breakwater, in company with Messrs Hawkins and Co. He thought it would be well if the Board would give him power to act in the event of any emergency arising. A settlement might take place, in which event it was highly desirable that the necessary repairs should be carried out as quickly as possible. The Acts asked for by the Board had been forwarded from Wellington, and they were now bound for the use of members. He might state that £6OO per month covered the cost of working the dredge and the two hopper barges, with all stores, coals, and ordinary repairs, and the special repairs how ordered would cost about £3OO. As to the collection of wharfage, he would ask for authority from the Board to arrange with the Government to go on collecting until the end of this month, and paying the necessary expenditure With regard to the rails, waggons, and bridge, it would be for the Board to consider whether they should purchase them from Messrs Hawkins and Go, or enter into some arrangement with that firm for the maintenance of Naval Point Breakwater. BYE-LAWS. Mr Harman brought up the draft byelaws, which were considered, and passed with amendments. The bye-laws as passed were ordered to be printed. Mr Cunningham moved—“ That the byelaws just read bo the bye-laws of the Lyttelton Harbor Board.” Hon J. Hall seconded the motion, which was agreed to. Hon John Hall moved—" That the chairman and two members of the Board be authorised to affix the seal of the Board to a copy of the bye-laws as now adopted by the Board, and that the chairman be requested to forward such eppy to the Colonial Secre tary, as required by the Lyttelton Harbor Board Act, 1876, and the Colonial Secretary be requested to acknowledge by te'egram,” *Mr Craig seconded the motion, whion was agreed to. ABSENT MEMBER The Chairman stated that he had just now received a telegram from Dr Rouse, stating that he was unable to attend the meeting of $1)0 Bhard'
SEAL OF THE BOARD. The Chairman said that Coates and Co bad taken a great deal of care and trouble in making the necessary alterations in the design for the permanent seal. Mr Wright moved—“ That Messrs Coates and Co be requested to order the seal as approved by the Board, with a press and box from England, and that the box be provided with two locks of beat construction, with duplicate keys.” Mr Anderson seconded the motion, which was agreed to. FINANCIAL, The chairman stated that he thought the Board should ask the Government to go on collecting , the wharfage, &c, as at present, and paying the necessary expenditure until the end of this month, when the Board would be in a position to act in the matter themselves. Mr Cunningham moved—“ That the Government be requested to collect the wharfage as at present for the Harbor Board, and pay the necessary expenditure till the end ox the month.” Mr Harman seconded the motion, which was agreed to. NAVAL POINT BREAKWATER. Mr Harman moved—" That in the event of any emergency arising in the condition of the Naval Point Breakwater, the chairman be authorised to take such steps as he may deem expedient for effecting the necessary repairs ” Mr Wright, in seconding the motion, said he was not an alarmist in this matter. Before the breakwater was finished it used to go down as much as sft in one night. It had been finished over three months, and during that time it had only gone down one foot. This convinced him that the breakwater was fully weighted, and would not sink down as some persons seemed to think it would. The motion was agreed to. Hon J. Hall moved—“ That the chairman be requested to ascertain from Messrs Hawkins and Co upon what terms they would undertake to provide for the maintenance of the Naval Point Breakwater for a period of twelve months ; also to request they will allow their offer of the material on that breakwater to remain in abeyance until the next meeting of the Board.” Mr Wright seconded the motion, which was agreed to.
