BOROUGH COUNCIL.

LYTTELTON. Monday, November 27. The usual fortnightly meeting was held on Monday night. Present —His Worship the Mayor, Crs Hawkins, McDonald, Holmes, Willcox, Parsons, Cunningham, and Allwright, The clerk stated he had received £59 7s since last meeting. Correspondence was read from Mr J. D. McPherson, asking the Council to continue the footpath on the right-hand side of the Heavenly road to the top of the cutting, pointing out it would serve drainage purposes as well, and might probably save the Council expenditure after heavy rains. From Mr C. H. Williams, Assistant Secretary for Public Works, re time ball site, stating that the Government would proceed with the fencing at once. Prom Mr A. C. Fyfe, Railway Accountant, requesting the Council to settle an account for fitting and erecting three water tanks on waggon No 44. From Mr Eolleston, enclosing report of Commissioner of Folice re suitability of proposed site for police buildings, and asking if the Borough Council would agree to removal of and shed, and the additional space made part of the site, together with portion of the street now fenced in in front of section, and stating if they did so the buildings would at once be proceeded with. From Mr F. H. Melville Walker, asking Council to put up a pest at the corner of the New Zealand Shipping Company's Offices, as owing to there being no footpath, pedestrians were in danger from passing vehicles. From Mr A, J. Rogers, drawing attention to the unsatisfactory state of the road on Brittain Terrace, from the pump to the Orphanage. Regarding Mr J. D. M'Pherson's request, there was much discussion, and it was eventually moved by 3r Cunningham, and seconded by Cr McDonald —" That the works committee be authorised to spend a sum not exceeding £'s on the work." Regarding Mr Fyfe's letter, Cr Cuuningham moved—" That the clerk be instructed to write to that gentleman informing him that the Council hope in due course he will receive information from the Public Works Office that the matter has been settled by Mr Peacock, as far aB the Council are concerned, about twelve months ago." Regarding Mr Rolleston's communication re police site, the Mayor said he had seen the Commissioner of Police when he came down to view the places proposed, and he had said that in the event of the pound and shed being removed, and the ground they stand on used for a lock up, he would recommend the site opposite the Council Chambers, for the erection of the police buildings, as if this additional space were given the lock up would net interfere with the infant school, and there would be room for stable, sergeant's house, &c. Moved by Cr Cunningham, and seconded by Cr Hawkins—" That the Government request be acceded to, and that the works committee be requested to take steps to remove the pound." Agreed to. Mr Melville Walker's "letter was next considered, and Cr Cuuningham moved —"That twenty-five feet of kerbing be laid down by the works committee at the spot referred ib." Seconded by Cr Holmes an \ carried. Regarding Mr Kogers' request, Ur Parsons moved—" That the works committee be authorised to put down a footpath in the place complained of by Mr Rogers." Seconded by Or Holmes, and carried. The following report of the works committee was then read:—" Your committee teg to report that they have inspected the gaily in Winchester street, and do not recommend the diversion of the water for the following reasons—That the saving will not be very much, and also that in heavy floods there is fear that Grubb's sewer will not be large enough to take the water off. They therefore recommend that in the event of Mr Hill paying the cost of one-third of the culvert through his property that tenders be called for the completion of the whole length from London street to Winchester street. In the event of Mr Hill refusing to contribute the above, we should advise that tenders bo called for that portion of the work ending at the wooden culvert put down by Mr Hill. We alao advise that the chain of invert contracted for be gone oa with. —H. ALL wright, chairman." The question was raised that, before it was resolved to adopt the works committee report, it would be better to decide regarding Cr Willcox's notice of motion—" That the resolution passed re \ diversion of water in Winchester street gully

be rescinded. The question was therefore put, and Cr Willcox'a motion carried. CrAllwright then moved—" The reception and adoption of the works committee's report." This was seconded by Cr Hawkins and carried. Or Allwright then moved—" That a letter be written to Mr Hill, asking him if he would contribute a third of the cost of the sewer under his house, the whole of which the Council propose to culvert, the expense to Mr Hill not to exceed £40," Agreed to. It was resolved—" That tenders be called for this work, in two sections, to be in that day fortnight." The following report of the lighting committee was read :—" Your committee report that their attention has been called to the state of the lamp posts in the borough; a portion of them are decayed, and will have to be replaced ; most of those for the use of gas are too low, and within the reach of mischievous persons, who tamper with them. They suggest to the Council that it would be desirable that a supply of iron ones should be procured; they understand that they could be delivered at Lyttelton at 45s to 50s each ; wooden ones would cost about 35s each. Besides the improved appearance, your committee think that iron posts should be procured as a matter of economy. They recommend that forty should be ordered, if the price does not exceed that named above. The lamps have been taken down and warehoused for the summer month?. The burners for testing the advisableness of illuminating the town clock are ready, but it is advisable not to use them until the south face of the dock is repaired. Your committee find that it would effect a small saving to pay for the gas consumed by the 1000 feet, rather than by an annual payment of £5 each.—J. S. Willcox, chairman." Cr Willcox spoke at length in favor of importing the new lamp posts, and moved the adoption of the report. This was seconded by Cr Parsons, and carried. It having been agreed that one of the lamps contain a meter in order that an approximate estimate of the gas consumed could be formed, it was determined to order the lamp posts next mail. Accounts amounting to £940 3s 4d were passed for payment. Cr Cunningham moved—" That the works committee be authorised to expend a sum not exceeding £3O in the formation of the proposed road through Joycetown, and that the borough solicitor be requested to give notice to all those encroaching on the road." Agreed to. Tenders for the valuation of the town were opened, and Messrs Flockton and Sharpe's, for £IOO, was accepted. Cr Cunningham called attention to the necessity for public urinals, and thought two should be imported at the same time as the lamp posts. Cr Hawkins promised to report on the cost at next meeting of the Council. The meeting then adjourned.
