The Porte is preparing the Turkish military forces, and a division of ironclads is proceeding to the Black Sea, The Russian demands on Turkey are that Christian Governors be selected for the provinces, the appointment of native officials, the expulsion of the Circassian troops, and the residence of a permanent Consular Commission to supervise. Yielding to the pressing counsels of the Powers, the Porte has assented to the proposed conference on Turkish affairs. There is increased activity at Woolwich and Portsmouth. COMMERCIAL. London, November 18. At the wool sales the competition continues extremely vigorous, and prices are very firm. J 10,000 bales have been sold. The wheat market is firmer. New Zealand 49s to 51s. New Zealand hemp is in good demand at full rates. SHIPPING. Arrived—Somersetshire, INTERPROVINCIAL. Grahamstown, November 27. Mr Rowe, M.H.R., addressed a meeting at the Theatre Royal on Saturday. The Mayor occupied the chair. The theatre was as crowded as on the occasion of Sir G. Grey’s meeting. Mr Rowe’s speech was more local than general. He had (he said) before the election stated his belielf in abolition, and when in Wellington had voted in that direction. He had voted against separation because he saw no good in the resolutions. He believed that the Counties Bill would have been much more acceptable had it been entirely permissive, leaving to existing local bodies the management of the affairs of the county, until necessity existed for County Councils and other expensive matters, necessitated by the Counties Bill, There was some impatience and interruptions towards the close of the speech, which was mainly devoted to explaining his action during the session. A number of questions were answered, and then a resolution to the effect “ that this meeting expresses its satisfaction with Mr Rowe’s general policy during the late session, and thanks him for the manner he worked for the good of the district.” An amendment was proposed “that the meeting thanks Mr Rowe for meeting them, but declines to endorse his action,” which was declared by the chairman to be carried. Auckland, November 25. H.M.S. gunboat Conflict proceeds to New Hebrides on Tuesday, en route for Noumea and Sydney. Mr C. E. Pritchard has made proposals to the Auckland Waste Lands Board for the purchase of sixty two thousand acres near Waikato Heads, and to introduce 1200 immigrants, paying their passages, advancing tools, implements, and rations on the security of land, employing immigrants on roads, and aiding in building houses. The scheme is very similar to the Fielding settlement, Onethird of the land is to be allotted to immi grants, the remaining two-thirds, in blocks of fifty acres to one thousand, to be sold from time to time. Mr Pritchard represents an English association, including Lord Bathurst, Earl of Bgmont, Colonels Doile and Trevelyan, and Mr W. Morrin, in all eighteen capitalists. Wellington, November 25. Consequent on certain articles which have, during the last two days appeared in the New Zealand, Times commenting on the conduct of the solicitor, Mr Barton, in the Police Court, the latter has commenced an action for libel against the Times. Mr Travers and Mr Buckley have been retained for the plaintiff, ' Hokitika, November 27. There was great excitement in town on Saturday night over another rich vein of silver being struck at the Raugitoto silver mine. The manager reports striking, on Friday at midnight, another rich vein of silver ore, twelve inches thick.
