BOARD OF EDUCATION.

Friday, November 17. The adjourned meeting of the Board of Education was held at 4 p m yesterday at the Normal School. Present—Messrs J. Inglis (chairman), H. B. Webb, W. Montgomery, W. Rolleaton, H, J. Tancred. FINANCE, The chairman reported that n accordance with the retolution of the last meeting he had written to Mr Rolleston relative to the money for the current expenses of the Board, and an account had been opened at the bank. OFFICES OF THE BOARD.

The chairman made a statement relative to certain alterations suggested by the provincial architect for the better lighting of

the Board room. He stated that he had als sanctioned certain alterations in the skyligt of the octagon room. On the motion of Mr Rolleston, it wa resolved—“ That the chairman be authorise to make the necessary arrangements for th better lighting of the Board room.” APPOINTMENT OF SOLICITOR. It was resolved that the chairman mak arrangements with Mr Garrick to act a solicitor of the Board, should the office o Provincial Solicitor, which he holds unti the end of the year, not include the duty c solicitor to the Board. BUSINESS DONE BY THE CHAIRMAN. The routine business done by the chair man since the last meeting of the Board wa approved. CORRESPONDENCE. A letter was read from Mr W. Eollestoi stating that a warrant had been pass ’d fo: the payment of £22,692 16s 4d, for the us< of the Board. The chauman was authorised to paj amounts on out-standing contracts, &c, A telegram was read from Mr Cork, tin rate collector at Timaru, stating that nc portion of the rate had been collected, as the people resisted payment The chairman said that under the new Act, as no rate had been collected prior tc the Act coming into operation, it could not now be collected. Mr Montgomery said that the household rate applying to the whole province they muat either collect it in all districts or return it where it been collected. The household rate having been collected once all districts were liable. A letter was read from Mr Fleming, Port Levy, pointing out that a rate had been demanded of him, but he declined to pay as there was no school in the district. It was resolved that Mr Fleming was not liable to pay the rate, as no household rate could be levied in the district. EAST CHRISTCHURCH. The chairman said that they now came to the question of the Bast Christchurch rate. On August 12th, 1876, it appeared that £2600 was demanded by the Minister. On the 29th September an lid ratewas gazetted. It did not appear that the first rate was demanded, nor the time limited by the Suoerintendent as defined by the Ordinance. It was limited by the Minister only. On the 80th October the collector was instructed to collect a 6d rate, which was endorsed by the Superintendent, It appeared that a portion of the 1 Id rate, and a portion of the fid rate had been collected prior to the Ist November, hence if the rate was legally struck the rate could be collected under the Act of 1876. The question was whether the limiting of the time by the Minister instead of the Superintendent did not render the rate illegal, and whether also the non-demanding of the £ll2O from the committee did not do so. It was altogether a matter for the solicitor. Mr Rolleston enquired whether the limit of the time was made by a minute of the Executive. The secretary replied that he thought it was not. He was under the impression that it was done by the Minister himself. It was resolved, on the motion of Mr Montgomery, that the whole matter be referred to the solicitor for opinion thereon. As regarded the case of the Timaru rate, it was resolved that this also be referred to the solicitor. ARCHITECT TO THE BOARD, Letters were read from Messrs Espinette and W. A. Hubbard, applying for the position of architect to the Board. FLAXTON. A letter was read from the committee, asking that the Board would sanction an alteration in the manner of teaching, as they were about to h.ave a new building. It was resolved that the secretary reply that the Board could not sanction any alteration at present, but if it was considered necessary when the new school was opened, the Board would take the matter into consideration. The letter went on to speak of some matter of rates, but as no rate had been collected prior to Ist November, the secretary was instructed to reply that under the new Act no rates would be collected. An application for a grant for the erection of fence, &o, was referred to the chairman to deal with, the amount granted not to exceed £SO, COLOMBO ROAD. A letter was read from the committee stating that they intended furnishing one of the chapels in the vicinity of the main school for the purpose of an infant school, and requesting the sanction of the Board to rent the chapel for 20s per week. The Board granted the request. SPRINGSTON. A letter was received from the committee forwarding a resolution of the committee, to the effect that they were dissatisfied with Mr Hammond’s examination of the school, and asking that Mr Restell should be sent up to examine the school, A report from Mr Ecsteil, the Inspector of Schools, stated that the result of the examination was just what he should have expected, and that he did not consider further examination necessary. It was resolved that the secretary be instructed to forward Mr Restell’ a memo, to the school committee, and inform them that the Board does not see any reason for further examination, HAREWOOD ROAD, An application from Mrs Somerset for increase of salary was declined. LEESTON. A letter was read from Mr Randrey, the commissioner of this district, recommending either that the elder children at the side school at Doyleston should be transferred to Leeston, or that Miss Gordon should be allowed an assistant. He would recommend that those scholars who have passed the third standard should be those transferred to the main school at Leeston, It was resolved that so far as possible the recommendation of the Commissioner should be carried out. A letter was also road from Mr Sandrey, recommending the appointment of Miss Kitchingman as assistant mistress at the Leeston school. The Board sanctioned Miss Kitchingman’s appointment as recommended. PRESTCH FARM. A letter was read from the committee, asking that the Board would grant them a sum to make a road, 8i chains long, at £1 10s per chain, which was necessary to enable the children and master to get to the school. The request was granted, SELWYN AND MANDEVILLE PLAINS, The chairmen of these two districts were appointed as returning officers for the election of two committee men in these districts.

30 ALFORD FOREST, it A letter was read from the chairman of the committee, asking that a sufficient sum s might be granted to cover the travelling ’(j expenses of the schoolmaster attending the ie lower school. The distance between the two schools was four milts, and the river was between them. The committee had arranged for the master to give three hours’ :e instruction at each school, or six hours in all 18 The Board resolved to grant the travelling expenses of the master at the rate of £4O il per annum, The inspector to report upon the attendance at the schools, and as to the necessity of having two schools in the district. f . WAIKARI. s The erection of a temporary wire fence around the school buildings was sanctioned. WEST OXFORD, A letter was read from the committee, n asking for the appointment of a pupil r teacher, as the attendance had now reached e seventy pupils. The committee recommended the appointment of Mr McGuire. 7 The Board agreed to grant the recommendation, Mr McGuire to come up for e examination in January next, 3 EAST CHRISTCHURCH. 3 A letter was read from Mr P, G. P. Leach, pointing out that by the reduction in the j rate he had lost a large portion of his com--5 mission. He therefore would ask the Board t to take the matter into consideration, and allow him an increased amount of commis- [ sion—say, 9 per cent instead of 5 per cent. , The matter was deferred until next meet- ■ iug. VIEW HILL. A letter was read from the committee asking for the appointment of Mr Gumming ; as master of the school. The Board sanctioned the appointment of Mr Gumming, subject to his passing when he came up for examination in January next. SCHOOL FORMS. A memo was read from the Inspector of Schools complaining of the inconvenient arrangement of the forms and desks at French Farm school. It was resolved to refer the memo of the Inspector to Mr Cane. EDUCATIONAL RESERVES. A letter was read from Mr W. Bolleston forwarding a general report on the educational reserves held by the Board, and also a summary of Acta passed by the General Assembly and Provincial Council respecting the educational resev’ves. A fuller and more detailed report would be laid before the Board on the return of the steward of reserves to town. BOARD OF EXAMINERS, Mr Bolleston moved—“ That the Board of Examiners be requested to continue their services as formerly.” Mr Montgomery seconded the mofion, . which was agreed to. The Board then adjourned.
