MISCELLANEOUS.
A new circular has been issued from the Foreign office, instructing naval officers as to the course they should pursue in dealing with refugee slaves on board her Majesty's vessels.
The town house, in St James's square, belonging to the See of Winchester, has been published by the Government for £45,000, and will be utilised for public offices connected with the War Department. The purchase money will be applied to the endowment of the new See of St Alban's. A Home rule meeting, attended by upwards of 5000 Irish men and women, was held at Glasgow on August 12th. Some person fired a gun and wounded two boys, which nearly caused a serious riot. A counter movement on the part of Orangemen was stopped by the police. Mr Stepney has been returned M.P. for Carmarthenshire Boroughs, in the room of the late Mr Nevill. This constitutes a gain of a seat to the Liberals. Mr Barran, the Liberal candidate, was returned on August 16th, at Leeds, polling 16,672 votes, against 13,774 given for his Conservative opponent, Mr Jackson.
A merchant named T. O. Ward has been remanded by the Hull Police Magistrate upon charges of forging bills of lading and policies of insurance, The prisoner had absooaded, but was captured in Fiji*
