The United States Senate has confirmed the appointment of the first woman who has ever received a state office. The lady’s name is Josephine Shaw Lowell. She was nominated by the Governor for the office of State Commissioner of Charities in the place of Commissioner Marshall, Mrs Lowell belongs to a distinguished New England family. Her husband—a nephew of the poet Lowell —and her only brother were killed in the late war.
Lord Coleridge, on Juno 20th, delivered judgment upon a point affecting the privilege of witnesses. An action to recover damages for slander had been brought against Mr Netherclift, the well-known expert in handwriting, for words spoken in the witness-box which conveyed a charge of forgery. Lord Coleridge, while condemning the recklessness of the statement, pointed out that the protection of witnesses for words spoken in the course of evidence, is absolutely unqualified, and judgment was given for the defendant.
