Much is being made of the technical difficulty discovered in the constitution of the Ministry. The latest coup de theatre is the reported issue of writs for £3500 against all the members of the Ministry, and even against Sir J. Vogel for some incomprehcn aihle reason. However, all is believed to be mythical. The writs, if asked for, have not yet been served. Hon John Hall’s reported resignation, sent in to the Executive and the Council, is equally questionable. He was present at a Cabinet meeting on Saturday. The Ministry confess to a difficulty having arisen, but all this row about writs a d resignations, and the determination of Sir Q-. Grey, also of Hon Mr Waterhouse, to do desperate things, are paralysing even the w.iim supporters of the Opposition. They recognise the difficulty to be technical, not intentional or political, and some adjustment will be effected on Monday evening, when the House meets. Sir G, Grey’s Provincial Optional Abolition Bill is as yet in skeleton. I have seen the skeleton. Its leading provision may be said to oe as follows:—It repeals Sections 25 to 28 of the Abolition Act ; it makes Superintendents to dissolve the Councils ; it proposes bringing the Abolition Act into force in each province on a day to be named by an Act of the Provincial Council; it prohibits the Assembly passing any law, except under the Ihth section of the Constitution Act, which shall affect any province remaining as such. Finally, it provides that each province shall be charged with its proportionate share of the amount of interest on the colonial debt.
