Gentlemen,—At the request of many of the oldest and most respected citizens I have been induced to again place my services at your disposal. It has been represented to me that as I have no business to claim my attention, but, on the contrary, plenty of leisure and at the same time large interests to protect, that 1 have a duty to perform towards myself as well as the public. Gentlemen, I confess some surprise at the apathy shown, and the great reluctance of most people to take a share in public business. To me it was always a laborof love, and I was never so happy as when taking my share in looking after the general works of the city. I must confess to a feeling of considerable anxiety as to the growing taxation of the citizens ; what with city rates ; general, special, loan, Waimakariri, educational, and last, but not least, the new Drainage Board rates, Christchurch bids fair to become the heaviest taxed city in the Southern Hemisphere. If I am elected to represent you, it shall be my constant endeavor to exercise a strict vigilance, and keep down the rates as low as is consistent with the carrying out of necessary works. Gentlemen, I am not disposed to make a personal canvass, I have no committee or any party acting on my behalf. I belong to no clique. I base my claim to your suffrages upon my long and faithful services to the city, and if you do me the honor to elect me one of your representatives, you may rest assured whatever ability I may possess, or experience gained, shall be devoted to the city of Christchurch.
