At Balclutha a public meeting carried a resolution to the effect that no change in the constitution should take place till the issue has been put to the Otago constituents, and until a majority declare that they want a change. That under any circumstances no change in the original constitutions should be agreed to which does not provide for the inhabitants of this province having full and unfettered control of their own land revenue, railway and other revenue, an equitable proportion of such revenue being paid towards the liquidation of the colonial liabilities, and towards the maintenance of a general legislature to have to deal with federal matters only, and that the Otago members should retire from the House en masse until they secured those rights. Three more suburban meetings are to be held to-night. The Licensing Bench have intimated that hotelkeepers encouraging billiard tournaments are likely to lose their licenses.
