ROAD BOARDS.

HEATHCOTE. This Board met on Thursday. August 17th. Present -All the members. The clerk had collected for the fortnight £lßl lis 8d as follows :—Ordinary rate, £l6l 6a ; Waimakiriri, £l2 7a 8d ; special, £4 18s ; balance subscription to forming Barbour street, £3. Letters were read from Mr J. T. Fisher with copies of Abolition Rating and Counties Bill, which the clerk was instructed to acknowledge with thanks. From Mr Hopkins reply re removing verandah post, stating they occupy the present position through having been placed there by special direction of the late surveyor to the Board. The Board decided the posts must be removed and that the matter be further considered when all information relating to same is laid on the table. From Mr W. Kennaway, requesting that two culverts be repaired on the towing path between the Steam wharf and Mr Dick's, as the same were very dangerous ; granted. From the Spreydon Road Board, asking the Board to appoint a sub-committee to meet a sub-com-mittee from that Board to make a final settlement relating to the late Heathcote and Spreydon drainage committee. Resolved, that Messrs Attwoo-J, Clephane, and the chairman be appointed- From Dr J. H. Townend, reporting a case of scarlet fever in the district. " From Austin and Kirk re bad state of bridge and culvert on Tait's quarry road, the same being dangerous. Attended to. From the Secretary for Public Works ; reply re dirty state of river Avon, stating the Board is in error in reference to the water being unusually high consequent on the bed of the river not being kept cleaner, but that the contractor was engaged in giving the Biitnc an extra clearing prior to the expiration of contract. From the Coke and Coal Company, stating it was about opening the South belt and Gas Works road for main laying ; also, complaining of a nuisance at the side of its premises in the shape of a larg'! pool of stagnant water. Being attended to. £"rom Mr G. L. Lee, re River Avon road, showing the necessity of a footpath being formed from the brewery to Cowlishaw's corner, informing the Board that on receipt of the estimated cost of same he will endeavour to get the amount, but that he objects to the principle of a few inhabitants of a large district who will be benefitted by it having to pay alone for same. Resolved—" That the estimate cost being only £6O, the Board will do the work on receipt of the ratepayers' interested moiety." From the Drainage Board, reply stating the d<im had been removed. Also, this Board can remove the pipes, as the Drainage Board has no further use for them. From Mr Brittan, re water lying on the road between the canal reserve and Cashel street. To be attended to. Petition from Mr Shirley and sixteen others, re bad state of Canal reserve road from McGregor's gate to St Johns road, asking to have same shingled. To be attended to in due course. From Mr IS Horler, Teply re removal of verandah. Resolve.}—" That the matter of the footpath be further considered, and as regards the verandah, which is au obstruction, it mUBt

be removed within fourteen days." From Mr 0, L. Bell and four others, re bad state of Opawa road. To be attended to. Petition from Wm Tapling and fifteen others, re bad state of the roads branching from the slaughter-house road. Also, the River Avon road, from Cowlishaw's to Hitchens'. To be informed the work is under consideration. A lot of business in reference to roads and footpaths and other matters was discussed, when it was resolved—" That £2 10s be paid to Messrs Allen and Pon for the use of a right of way for one year from a road running parallel with Colombo road into the same. That a subcommittee wait on Messrs McHutchinson and Gowan, re forming footpath on the south side of Going's road. That Mr Clephane confer with Mr Adley, re dedication and formation of road in St Martin's. That the gravel pit being full of water, Peet's and also Chambers's contract for shingling be delayed for a time. That the clerk write to the Drainage Board in reference to a portion of the drain on the Ga<» Works road falling in ; also asking it to cover in the drain from the railway gates to the belt,- as the great quantity of water flowing from the railway drains made it a necessity, and also that about six chains of Wells' creek od Smith's road is fallingin, asking it to attend to same. That men in the labor gaDg be instructed by the foreman to impound stray cattle, and that notices cautioning people in reference to same, and also of damaging : n any way the roads or footpaths, be erected in different partß of the district." Accounts to the amount of £133 7s 9d were passed for payment, making the overdraft at the Bank £93 5s 4d ; contracts in hand to the amount of £502 7s 4d has to be paid, and £2344 3s 8d has to be received—viz, total gross amount of rates, £1594 3s Bd, and Government grant, £750. The Board then sat as a Board of Health re nuisances existing iu the district, when it was resolved—" That the parties offending have notice to abate the same within fortyeight hours or further action be taken to enforce same under section 38 of the Public Health Act." The Board then adjourned.
