ROAD BOARDS.
RICCARTON. The ordinary meeting of this Board was held on Monday, at the office, Ham road, Biccarton. All the members present. Mr H. J. Hall in the chair. The minutes of the last meeting were read and confirmed. The chairman read correspondence from his Honor the Superintendent, in reference to the dedication ,of roads through pection No 199 ; also, a cony of his reply there'o, winch was ppproved 'by the Board. A letter was read from the Secretary for Public WorkP, advising that the first instalment of the provincial grant was available, amounting to £4OO. A letter was read from the Drainage Board, asking if the Board would collect the rate about to be levied in the district. It was resolved to comply with the request. A letter was read from J. B. Moles, complaining of obstructions in the drain known as Long's drain, which was causing his land to be flooded. The surveyor stated that one of the obstructions, viz, a small stone culvert, had been removed, but that the railway culvert in the drain was too small. It was resolved to refer the matter to the Drainage Board. A letter was read from Mr Gray, suggesting the desirability of opening up a road to connect the Kaiapoi and Prebbletou jrnction road with the Bush lan road, and offering to give the portion of it through his section in exchange for a road adjoining. The chairman said that he had made inquiries and found that the other owners of land on the proposed line of road were not favorable to it, and would not sell their land for the purpose. It was resolved to inform Mr Grey that the Board declined to entertain his proposal. Letters were read from Messrs Rnddenklau, Ellis, Janson, and Blunt, requesting the Board to repair the Station road, near Addington. The Board directed the surveyor to comply with the request. A petition was read from a number of ratepayers in the neighborhood of the Harewood road requesting the Board to make a footpath from the Papanui station to the liver Styx. The Board having considered the petition, it was resolved—" That the surveyor furnish a report by the next meeting of the cost, &c. of the work." Tenders were received for forming about seventy-five chains of Withall's road, when that of William Thompson was accepted. The surveyor was directed to have the sides of the Harewood road repaired as soon as possible, also to have the ruts filled in on the Mill-race road when the gravel carts have finished. The Board directed the surveyor to prepare a new assessment of the district by the Ist of September, and in accordance with clause 8 of the Amended Road Ordinance. It was resolved that Mr Patterson, with the surveyor, be requested to examine and report on the condition of certain biidges in the district, and to take immediate action where necessary. It was resolved to hold the meetings of the Board in future on the first Monday in each month, at two o'clock. After passing accounts for work done and other routine business, the Board adjourned.
HBATHCOTB. This Board met on Thursday the 3rd instant. Present—All the members. The Clerk reported having received deposit, £5 ; ordinary rates,£s2 6a lid; Waimakariri rate, £3 19s 81; special rate, £4 33; commission for collecting Waimakariri rate, £7 9s ; total, £72 183 7d. Correspondence was read .from Mr B. Wheeler, complaining of assessment—clerk to explain. From Mr J. Morris, asking for a few lo;.ds of soil off Worcester street east—the 13oai<l must see whether it has any to spare. From Messrs Harman and Stevens, re cutting goise fence. From Mr J. White law, three letters, drawing the Board's attention to the bad state of side channels on Going's road, Fuggestingtbat pipes be put in to take the water from the north ditch into the south side drain; also that tbe large drain pipes in the Board's possession bo used for forming a drain and footpath on the same side of the road, a distance of twenty-five chains ; also complaining of the contractors forming the streets in Waltham, selling the spare soil instead of its being used by the board to fill up hollows and bad places in other parts of the Waltham district, and requesting other information in refeience to the contract and accounts. Resolved—" That pipes be put across the road;" and in reference to the making of footpath, as suggested in letter dated the 28 ih inst, to be iniormed the matter is under consideration; and as regards letter of the 22nd, re contractors Belling earth, that the Board has enquired into the matter, and find the contractors are carrying out their work satisfactorily. From Mr Thomas Papprill, asking to have an estimate with plan and cross section made for widening the Sumner road by the cutting, stating the Government had promised to favorably consider an application of this nature on receipt of an estimate of the cost To be attended to. From Mr Ladds, re bad state of gorse fence on section 235. Clerk to give notice to the owner to cut same. From Messrs Joynt and O'Neill, requesting Board to remove culvert on the outfall drain, as it was the cause of Mr Tierney's property being flooded in wet weather. To be acknowledged, and informed the Board will remove the culvert that is across the road, which will remedy the matter complained of. From Mr Graham, requesting payment for two days loss of time of four horses, carts, and six men on account of letter received from the chairman in reference to their contract, keeping them idle that time. Resolved that the request be not granted. From Mr Dixon, asking leave to put a culvert in, and from Mr B. Peet asking for extension of time to finish contract for shingling Waltham roads. Granted. From Mr Thomas Hayward and five others, calling the Board's attention to the bad state of Smith's road ; also the creek encroachment causing the road to be quite dangerous. Foreman to report on some. From Messrs Austin and Kirk, stating they were not the owners of section at the back of Mr Pope's on which a nuisance wa3 existing. From City Council, reply granting leave to make a track across the South town belt, and also that in re formation of footpath from the Gas works road and Madras street, that the Board will receive a definite answer as soon as their surveyor has reported on same. From Mr G. D. Lockhart, reply stating that in reference to the tramway question it is proposed to form a company to carry out same ; the line will be on the North side or middle of the Ferry road from the East beltto the swing bridge. A lot of routine and other business being transacted, the Board passed accounts to the amount of £258 19s id and then adjourned,
