BOROUGH COUNCIL.

LYTTELTON. Monday, July 17. The Council met at the usual hoar. Present— Cm Hawkins (in chair), McDonald, Holmes, W. Graham, T. A, W. Parsons, H. Allwright, P. Cunningham. Correspondence was read from the Resident Magistrate’s clerk, informing Local Board of Health that Messrs Garforth and Lee had applied for a renewal of their slaughtering license, and that the case had been adjourned till Tuesday, 18th, in order that the opinion of the Local Board of Health might be obtained. From Mr T. H. Potts, suggesting that steps should be taken to secure the planting of the slopes on the New Orphanage road ; further stating that if Government could be induced to help in the matter he would be glad to assist by contributing some trees and shrubs. . , Considerable discussion ensued, and it was eventually resolved—“ That Mr Potts’s letter be acknowledged, thanking him for the suggestion, but stating that however willing the Council might be they had no funds at present for such a purpose, but would be happy to co-operate with Mr Potts in asking the Government for help for this purpose.” It was further determined that Mr Potts’s letter be forwarded to the Government, with a request that the prisoners might be allowed to plant the slopes. Regarding the Municipal Corporations Act, Cr All wright said the sub-committee had met, and the solicitor had considered the Act, and was of opinion that two new clauses might be added. He also objected to several clauses of the Act.

The proposed alterations in the Act, as reommended by the sab-committee, in their report, were read and considered, and, being approved of bj the Council, with some alterations, it was determined they should be forwarded to the member for Lyttelton, with a request that he would give the matter his attention.

The foreman of works’ report was read. The clerk stated that the cost of the Dampier’s Bay road for the last two years had been £426*

After some remarks from Ors Allwright Holmes, and the chairman, It was eventually determined to leave the £3O to be expended, either in a footpath or otherwise, as the foreman of works thought best.

With reference to Dublin street, it was resolved—“ That owners of property be written to asking permission to drain through their land, and that the work should be proceeded with immediately permission bad been granted,” Regarding Jackson’s road, it was determined that all owners of land on this road, in front of whose sections gorse was growing, be warned to remove it at once, with a view having the road metalled, The foreman of works showed a sample of metal from Mr Haydon, and said it could be delivered at Peacock’s Wharf at 7s per yard. Resolved—“ That the foreman of works be instructed to order 60 yards.” It was resolved—” That £l6 be expended on Ticehurst road, and £6 on the zigzag at Joycetown. From a list laid on the table, it appeared £lO2 was still owing for rates. Gr Cunningham moved, and it was carried —” That twenty of the defaulters be summoned, the names to be taken by lot.” Accounts were passed amounting to £46 14s 6d. Or Allwright asked that two weeks’ further and lour weeks to’ Cr* Graham*." Agreed "to.' The Council then formed itself into a Board of Health to consider the letter from th? Clerk of the Bench re, Messrs Garforth and Lee’s slaughter yard, and it was resolved that a reply be sent stating the Council had no objection to the license being extended for three months, but that numerous complaints had been made about pigs straying on the road. The Council then adjourned,.;
