BOROUGH COUNCIL.

LYTTELTON. Monday, June 19, Present—Or Allwright (in the chair), McDonald, Holmes, W, Graham, T. A, W. Parsons, H. Hawkins, and P. Cunningham. The clerk stated that ho had received during the week £ls 3s. Correspondence was read from Mr P. Cunningham, chairman of the Chamber of Commerce, asking the Borough Council to cooperate to get a Bill passed in the General Assembly for the formation of a Harbor Board for Lyttelton. From Mr Shearman, Commissioner of Police, re attendance of inspector of weights and measures at Lyttelton. Prom Mr G. Mackay, agent for Mrs Munn, objecting to pay rates for a tenement owned by her. From Mr Phillips, town clerk. Auckland, enclosing copy of proposed alterations in Municipal Corporations Act. From Mrs B. Baker, objecting to pay rates for houses of which she was the freeholder. In reference to Ihe letter from the chairman of the Chamber of Commerce, Christchurch, Cr Cunningham explained that the letter was written in order to ascertain the feeling of the Council in the matter, and should it be favorable of securing their cooperation in passing a Bill for the establishment of a Harbor Board. He thought the establishment of such a Board would be a great benefit. Cr Hawkins was of opinion that the establishment of such a Board would be beneficial, but thought that not more than two of the members of the Board should be nominated. Several councillors having expressed themselves in favour of the measure, it was resolved -“ That this Council is of opinion that a Harbor Board for Lyttelton should be established, and that they will willingly cooperate with the Chamber of Commerce in the matter.” Cr Cunningham stated that Mr Richardson and their member, Mr Murray-Aynsley, were both in favor of such a measure.

Regarding the communication of the Commissioner of Police, the chairman stated It appeared that five of the tradesmen could ensure the attendance of the inspector of weights and measures by making a proper application. Determined, in reference to Mr Mackay’s letter, that the clerk should apply to the present occupier of the house for the rate. Respecting Mr Phillips’s letter, the chairman said that the committee had never been called together to consider these alterations, and that the Mayor, who was chairman of the committee, was now absent. Dr Hawkins’ name was added to the committee, and it was resolved that the letter and proposed alterations in Act he relegated to the sub committee for their consideration.

It was resolved—“ That Mrs Baker be written to, telling her that the matter was in the hands of the borough solicitor.”

The report of foreman of works was read. It referred to proposed repairs in Canterbury street, from Winchester street to the Cemetery; the cost of "the work most urgently required, that between Exeter street and the Cemetery, being estimated at £l6 16s. The report was received and adopted, that portion of the work between Exeter street and the cemetery to be commenced at once. Accounts were passed for payment, amounting to £8 6s.

Cr Hawkins spoke on the subject of Mr Malcolmson’s drain. He thought that if not too late a committee should be appointed to inspect the place in question. He moved—-

“ That Crs McDonald, Allwright, W. Graham, and the mover, form a committee to inspect the drain and report at next meeting.” Carried.

Or Holmes called attention to the wretched state of the Hawkhurst road ; it was almost impassable. After discussion the foreman was instructed to report on the matter next meeting. In the absence of the Mayor, the foreman of works was instructed to confer with Or Allwright on any matters requiring immediate atention.

Cr Hawkins moved —“ That a list of all those persons who had not paid their rates this year be prepared by the clerk and laid before the Council on the Ist of July.” The Council then adjourned,
