ROAD BOARDS.
HEATHCOTB. The Board met on Thursday, May 11th. Present—Messrs J. T. Fisher (chairman), Manning, Kerr, and Olephane. Correspondence was read from the Drainage Board; reply, stating the culvert at the top of 8t John’s road would be attended to; also, granting permission to lay a culvert to connect the said road with the main drain, and requesting to be furnished with a list of all the watercourses and the annual cost of clearing same. From Mr Martin and twentyone other ratepayers, also a letter from Mr D, Macfarlane, in reference to the bad state of Worcester street east,' asking the Board to relieve the drainage, and stating that Mr Kennaway’s agent objects to pay the cost of dedicating the portion of road complained of, but suggesting the Board might obtain leave to cut a drain so as to give temporary relief. To be informed the matter will be attended to as soon as the ground is dedicated as a public road, but Ihe Board cannot interfere with private property. A petition with sixty signatures, residents and owners of property on the Ferry road, was received, request tne Board to have a definite agreement with the Drainage Board in reference to the time the Ferry road drain is to remain an open sewer. Resolved—“ That the clerk write, enclosing copy of the petition to the Drainage Board, requesting a more definite answer than that yet received by the Board to this question. ’ From the town clerk, and from the city surveyor, with an account for the half-year’s use of the outfall drain, and an estimate of the coat of form ing and shingling the road and footpath on the Bast town belt between old Stanmore road and Hereford street. The dork to write asking the (Jouncil to join the Board in carrying out the work at onceFr on Mr W. T*. Oowlishaw in reference to the P.iver Avon road, stating the willows requ re cutting, and the road soma shingle. Agreed that the 4 work be done in due course. From the engineer to the Drainage Board, being a long report with plans and section re drainage Christchurch east, Deferred to tie next meeting for further consideration
From Mr C. Cuff and three others, asking to have the lower River Avon road from Cowlishaw’s corner to Rowley’s repaired, and about six chains additional shingled. Foreman was instructed to look at same and report at next meeting. From the Provincial Secretary intimating the approval of hia Honor the Superintendent (on certain conditions being carried out) to the Board striking a special rate of Is in the £ on certain rateable property at Waltham. A motion was then put and carried (as by a special order made a month ago) that a special rate of Is in the £ be made and levied on all the rateable property on part of rural section No 79, Waltham, between the Railway and Going’s road, and from the Gas Works road towards Colombo road, a distance of twenty-five chains, for the purpose of forming the roads and footpaths of the Ist, 2nd, 3rd, 4th, and sth streets, i-a the said portion of the said section. Resolved that tenders be called for shingling the streets as soon as they are formed ; for 200 yards of broken metal for the Sumner road ; for 100 yards for Tait’s Quarry road, and that 150 bushels of oats be purchased Messrs Dyer and O’Neil waited on the Board, requesting the Canal reserve drain from St John’s road to the estuary might be cleared. The clerk was directed to write the Drainage Board on the matter. Messrs Boyd and Clark saw the Board re bad state «f road near New Brighton bridge. The Board agreed to consider the matter, and in the meantime Messrs Boyd and Clark were to send in an offer to do the work. Mr Kirk also attended re bad slate of Tait’s quarry road, and was informed the Board would put 100 yards of shingle on the road on condition £lO was subscribed and paid towards the cost of same. A request of Mr J. Stace’s for a culyert across Ktanmore road was agreed to on condition if the Board found the pipes he would find the labour. Tenders for forming roads at Waltham, for shingling Slaughterhouse road, and for impounding stray cattle were opened, and one for each accepted. The clerk reported having received ordinary road rates. £55 4s lid ; Waimakariri, £5 0s 3d ; Court expenses, £5 5s ; total, £55 10s 2d. The labourers’ pay sheets to the amount of £4l 7s were then passed, and the Board adjourned. /'
