BOROUGH COUNCIL.

LYTTELTON. The meeting of this Council, adjourned from Monday, was held on Tuesday night. Present—His Worship the Mayor, Ors W. Graham, Parsons, H, Allwright,*P. Cunningham. The minutes having been read, The clerk stated be had received since last meeting £llO Os 6d. Correspondence was read from Rev Wm. Lee, running as follows :—“ In reply to yours of the 21st instant, I have to inform you that the Wesleyan church is not disposed to pay anythiug towards maintenance of gas lamps, which is a very doubtful benefit, insomuch that boys congregate there, to the annoyance of those attending the week evening services. I suppose that the lamp would have been erected there whether the church gate was near or not, as I perceive it is in a line with other lamps in parallel streets, so that you might just as reasonably ask any one to contribute opposite whose premises you have put a lamp.” Left in the hands of the lighting committee. From Mr George Bnist resigning his office as a councillor for the borough. Resolved—That a letter be written to Mr Buist, thanking him for the attention he had bestowed on the affairs of the town. ” From Captain H. McLellan, returning Council’s account for survey, stating that Mr Cuff had not, to his knowledge, pegged out his section. Resolved—” That a copy be sent to Mr Cuff.” From Mr T. Ockford, stating that a house of his On Sumner road, in possession of Mr Davis, was rated at £2O, and he only rented it at 7s per week, while a house of Mr Hobbs, rented at 12s per week, was only rated at £lB ; as this latter was also occupied by a Mr Davis, he thought a mistake had been made. Referred to the valuer for explanation, and asking him if he c would recommend alteration in the rate, From Rev Father Francis del Monte, asking that a Mrs Higgins might be excused her rates, as she was ill and unable to earn her livelihood. Agreed to. From Mr W. Robinson, in reference to Mrs Dunkley’s rates. Resolved—“ To request the valuator to give his opinion on the matter.” It was resolved that Mr Malcolmson be written to informing him that as the drain in question was made at the request of the then freeholders, the Council cannot acknowledge any liability as to its alteration, but will be willing to consider any proposition Mr Malcolmson may make with reference to it, through the Borough solicitor. The following report re 8t David’s street culvert, was read :—“ Your committee beg to report they have inspected the part of St David’s street reported on by the foreman last week, and your committee recommend that the hole be filled up as recommended by the foreman, as in case of rain the storm water from the road and adjoining sections accumulates in the hole, and saturates under the foundation of the sewer, which in time will cause it to settle, unless the evil is remedied before winter,” The Mayor said Cr Parsons and himself had visited the place on Tuesday last. The foreman stripped a portion of the culvert, and they found that several of the joints were opened out, and it was evident if something were not done at once that the Council might be put to great expense. The hole had been partially filled, but the work must be completed, as if there was a hollow left the water would continue to stagnate there. There was a quantity of clay in Ripon street available for tho purpose. He moved the adoption of this report, as he thought it would cost them more if the culvert were left in its present state during the winter. Seconded by Cr W. Graham, and carried. Accounts were passed amounting to £49 Is 7d. It was agreed that the estates committee report as to the best means of selling the property known as Calo’s. The Council having resolved itself into a Board of Health, Dr Rouse reported that he had one case of mild scarlatina to report; the patient in this case, however, was an arrival from Christchurch. The health of the town generally was very good; much better than usual at this season of the year. Cr Cunningham gave some particulars in reference to cost of plant for water distribution in Lyttelton. The Council then adjourned.
