CITY COUNCIL.

Monday, April 24. The Council met at the CVporation offices at the usual hour. Present—His Worship the Mayor and Crs Ick, Schmidt, Turner, Hawkes, Bird, and Jones, The town clerk reported that the balance in the bank was £2013 3s 5d ; also that the receipts during the week had been—City rates, 1875, £135 8s ; Waimakariri rate, £22 11s 4d; watering rate, £9 9s 4d ; fines from "Resident Magistrate’s Court, £6 15s ; rent from market place, 14s; ditto of paddock, £2 13s 6d; licenses, £9 deposits, £113; total, £3OO Is 2d. Credit to Drainage Loan account, £15.490 7s ; ditto, drainage rate acccount, £1855 5s lOd; wages, contracts, &o city account, £454 13s Id ; ditto drainage account, £456 17s sd. The Mayor stated that he had received a letter from the Mayor of Wellington suggesting a convention of the different

mayors of New Zealand to consider the question of the Municipal Corporations Loan Ordinance. He had been informed that Sir Julius Vogel was opposed to the passing of the measure, hence the Mayor of Wellington’s suggestion for united action. It was resolved to consider the matter at a later stage of the meeting. The city surveyor reported that owing to the dilapidated state of the fencing round the plantations on the East belt, and the consequent expense that would be incurred to put it into repair, the works committee reeommend that it should be removed, and the shrubs taken away, so that only the forest trees would remain. The number of carriers’ carts had of late greatly increased, and complaints were made and inconvenience felt by the public at so many of them being congregated in one place. As soon as the channelling was complete the stands must be again paved, and he begged to suggest that other stands be provided in lieu of the present ones, as shown on the plan. This arrangement would give the carriers more space and occupy [ground that was almost useless.

A letter was read from Messrs Twentyman and Cousin, calling attention to a pool of stagnant water on the waste ground opposite to their premises in Cathedral square, and the condition of the ground used as a carriers’ stand. It was resolved that the carriers’ stand should be removed to the opposite side of the square. Some discussion took place on the question of the cabmen standing on the south side of Gloucester street, and the town clerk was requested to speak to Inspector Buckley on the subject. A letter was read from the clerk of the Heathcote Road Board, stating that a deputation had been appointed to see into the matter of forming and channelling portions of the east side of the East belt, A letter was read from the town clerk of Lyttelton, thanking the Mayor for the steps taken by him re the grants to municipalities for the half year. A letter was read from the Under-Secre-tary, stating that the matter referred to in the town clerk’s letter of April 6th had been dealt with by the Treasury. The letter from the Mayor of Wellington before referred to was now laid before the meeting. Cr Turner thought if half a dozen of the Mayors of the principal cities met in conference in Wellington much good might come out of it. After some discussion, it was resolved that the Mayor should co-operate with the other Mayors in the matter. A letter was read from Mr T. R. Fisher, calling attention to a nuisance existing in the neighborhood of his residence, Durham street south. Referred to the sanitary committee. A letter was read from Gillespie and Co, drawing attention to an alleged extortion on the part of W. Findlay, driver of No 80 express team. It was considered that the charge was not an overcharge, and it was resolved to supply Mr Gillespie with a copy of the fares, A letter was read from Mr S. Davies applying for a driver’s license. Application refused. A letter was read from the town clerk, Tirnaru, asking for information as to the terms the City Council made for printing and advertising. A letter was read from the Provincial Government, stating that they would place £SOO on the estimates towards the new Fire Brigade station. A letter was read from the town clerk, Adelaide, requesting information as to the value of the assessment of rateable property in Christchurch. A letter was read from Mr James Goss, asking the Council to finish the paths in Salisbury and Peterborough streets, from Papanui road to Colombo street. A letter was read from the clerk to the Drainage Board, asking to be furnished with particulars of the purchase of the outfall drain. A letter was read from Mr Wm. Vincent, drawing attention to the state of the footpath on the west side of Colombo street, between St Asaph street and the south town belt. A letter was read from residents on the east town belt, between St Asaph and Tuam streets, calling attention to the state of the footpath and side channel. W. R. Parker’s tender, for building a sewer in Kilmore street, was accepted. T. Mair’s tender for improvements in Cambridge Terrace, was accepted.

The Council then resolved itself into a Board of Health.
