DRAINAGE BOARD.
The usual meeting of the Christchurch District Drainage Board was held this morning. Present —Messrs F, Hohbs (chairman), Harman, Tancred, Hall, Duncan, Boss, Jones, and Wright. The engineer’s report was read as follows; “I have the honor to report that a commencement has been made with the works on the Ferry road drain. “ In regard to the proposed purchase of bricks and cement for contemplated worl s it is customary to require the contractors to supply all the material, and it would pr ibably be found very inconvenient for the Board to undertake the supply of the same to contractors, necessitating a number of extra duties to be attended to, and consequently a larger staff would be required. In the case of cement, time would probably be saved by having a supply on hand, and I would recommend calling for tendei s for supply of one thousand barrels, provided a convenient place could be found to store it in,
"Oa the accompanying plan and section ia shown the direction ami depth of a ditch which I think would most effectually drain the district of which complaint is made in the letters of Messrs Martin and Triggs. This drain would intercept all water coining from the higher ground to the northward, and discharge it into the land drain nf the outfall at foot of Stanmnre road along the Stanmore road. This ditch would receive the drainage from Hereford and Cashel streets east, which at present discharge into the head of Jackson's Creek, and I would recommend that this portion of Jackson's Creek be abandoned, and the water cut off from it by the drain in question. " I would venture to suggest that the above proposed works appertain more to the Road Boards of the district in which it is situated than to the Drainage Board, the department of which, I understand, the construction and maintainance of main outlet works into which the ftoad Boards will be required to conduct the drainage of the various subsidiary districts. In this particular case it appears that half of Worcester street east is still in private hands, so that the Heathcote Road Board has no authority to drain it. "Whenever the Ferry drain is opened, the means will be available completely to drain the whole of Phillipstown, pronded the Heathcote Road Board take the necessary steps to effect it. These in my opinion would be to open a wide drain down both Phillip street and Duncan's road, passing the drainage in a pipe or box drain under the Ferry road into the new drain. If, however, this is not done, the eastern part of Philipstown will be flooded in rainy weather, notwithstanding the existence of the Ferry road drain. "I have, &c, "C. Napier Bell, " Engineer. "The Chairman Drainage Board. A lengthy discussion ensued on the report. It was resolved that the question of calling for tenders for the cement required by the Board be deferred for the present. The secretary was instructed to forward a copy of the report, with plans, to the Heathcote Road Board. Mr Duncan moved-*" That the City Council and the different Road Boardi be requested to furnish a list of drains and watercourses to the Drainage Board, in order that they may confer with the Engineer on the subject." Mr Wright seconded the motion, which was agreed to. The Board then went into committee to consider the draft agreements between the Board and their officers.
