BOROUGH COUNCIL.

LYTTELTON, The Council met on Monday night. Present His Worship the Mayor, Crs Chalmers, Hawkins, Buist, W. Graham, H. Allwright, and P. Graham. Cr P. Graham apologised for Or Cunning, ham's unavoidable absence. Correspondence was read from— The Borough School committee, asking the Council to reconsider their determination of the 14th instant with reference to alienating land fronting Sumner road for educational purposes. From Mr John Dempsey, asking that Mr Featherstone's name be substituted for his own on the rate roll, as he was leaving the province and had rented his property to Mr Featherstone'. From Mr G. W. White, asking to have his name put on the roll for Mr Calo's property in Winchester street. Prom Mr J. S. Willcox, asking for the decision of the Council in reference to the culvert through the Albion property belonging to Mr Hill. The town clerk was instructed to write to Mr Willcox, stating that the Council had not decided to go on with the work, and that if any damage occurred thoy would hold Mr Hill responsible for the same. It was determined, in reference to Mr Dempsey's letter, that Mr Featherstone be written to informing him that his name had been placed on the rate roll in place of Mr Dempsey's. It was agreed that Mr G. W. White's name be placed on the roll for Mr Calo's property. The letter from the borough school committee was next considered, and after deliberation it was resolved not to discuss the matter further. The Mayor produced plans of St David street culvert, and the matter of completing it was considered. After discussion, Cr Chalmers moved—- " That the matter be left in the hands of his Worship the Mayor." This was seconded by Cr Buist, and carried.

Cr Allwright called attention to a paragraph in that day's Press, referring to the placing of the new Resident Magistrate's court and police offices at the cor; er next the Union Bank. He hoped it was not true, as it was a most awkward site, aud if it was, the Council should do their best to oppose it. He moved—" That seeing a local in the PBESS, stating that the new police offices and Eesident Magistrate's court are to be placed next the Union Bank at the bottom of Salt's Gully, the Government be written to asking if the report is correct." Seconded by Cr F. Graham, and carried.

The Council having resolved itself into a Board of Health, Dr Rouse reported a few new cases of mild scarletina. The foreman of works had informed him that a great deal of good might be done in Monkeytown by means of concrete channelling. The foreman of works was instructed to find out what would be the cost of the proposed channelling in Monkeytown. Cr Hawkins pointed out that a little alteration in the nightsoil shoot would tend greatly to abate the nuisance, as the filth would then fall clea into the sea. The stench was now fearful, and the men working at the eastern breakwater were much affected by it. The foreman of works was instructed to Bee to the matter during the week, and report next Monday. * Ic was determined to hold the meetiag to consider the appeals against the rate roll on Monday evening next, at 6 p.m. The CouMcil then adjourned. 5
