BOROUGH COUNCIL.

KAIAPOI. The fortnightly meeting of this council for the dispatch of ordinary business was held on Tuesday evening. Present—The Mayor, Crs Blackwell, Porter, Ellen, Wearing, and Parnham. A circular was read from the General Government covering grant of 6s 8d jn the £ on rates amounting to £287 19s 9d in the borough—viz, £95 19s lid, which the Mayor added were the firstfruits of abolition. No committee’s reports were read. The statement of accounts showed the receipts to be by rates, £lB 8s; court fines, £6 10s; total credit balance, £l5O Ifis sd. Cr Parnham moved, Or Ellen seconded — “That the accounts—labor, £2 9s6d; town Clerk, £5 2s sd; foreman, £4 10s; and engine keeper, £4 12s 8d ; total, £l6 14s 7d, be passed.” Agreed to. The Mayor said that several intending tenderers for the protective works had waited on him to ascertain where the material for the earthworks was to be obtained. The Council would have to decide this matter, so that he could give the required information. Or Parnham was sorry to observe that the work was to be let under one contract. The Mayor considered the best means for deciding where the earth should be procured was for the Council to make a tour of inspection. Cr Wearing, after referring to the chairman of the protective works committee haying prepared no statement as to how this subject was to be dealt with, laid on the table a plan showing in what way it could be most advantageously accomplished, and entered into a minute statement as to the manner in which earth might be taken from the inside of the embankments at various points in such a way as not to impair the stability of the work, or cause the river to scour. On the mot’on of Cr Parnham, seconded by Cr Wearing, the Council was resolved into commiltee, Cr Blackwell being chairman, After a full discussion on the foregoing matter, it resumed. Cr Ellen moved, Cr Parnham seconded—- “ That a committee of the whole Council be appointed to decide as to where the material for the embankments is to be obtained, three to form a quorum ; the committee to meet next day at 10 a.m." Agreed to. The Council then adjourned.
