COUNT ANDRASSY’S PROPOSALS.

(Home News, Jan, 13.) At last Count Andrassy’s proposals for Turkish Reform are before the Western Powers. They were despatched from Vienna last Thursday week to London, Paris, and Rome having previously, though not, it would seem, without much discussion and a good deal of modification, gained the approval of Russia and Germany—were presented at Paris on Sunday, and at London and Rome on Monday. So soon as replies have been received from these capitals, the Austrian Note will be submitted to the Porte. As regards the scope of Count An* drassy’s suggestions, they are said to consist of entire religious equality ; a better administration of justice ; a change in the method of levying taxation apparently with the view of putting an end to the system of farming; the application to local purposes »f a certain portion of the taxes raised in Bosnia and the Herzegovina ; allotments of the waste lands belonging to the State to be sold to the peasantry ; and, lastly, the appointment of a mixed commission of Mohammedans and Christians, to see that the reforms are put into a workable shape. These proposals, it will be seen, are studiously moderate, and there is another account, according to which Count Andrassy’s recommen lations are limited to Herzegovina. The assertion that the execution of the reforms is to be placed under the Ambassadors of the six Powers is without foundation. What guarantees, then, for their execution will be taken? This is a point for the Eastern and Western Powers to decide in council.
