A proposal has been started to construct a people's opera house in Paris, to contain from 10,000 to 16,000 persons, at prices not exceeding an average of two francs. Decrees will at the same time be issued appointing the present Minister for War and President of the Cabinet, General Jovellar, chief of the general staff of the army, and Generals Martiner C impos and Queseda to the command of the two army corps. Campos is to commence operations with the right wing in Navarre, and Quesada with the left in Guipuzcoa. The most important of the lower commands are to be entrusted to General Loma, Blanco, and Despujols. Moriones will, contrary to the wish of the King, not obtain any special command, as he is on bad terms with Martinez Campos. The Gazette adds that the foreign policy of Spain is to be of " an energetic and consei vative character." The elections are to take place on the 15th of January, and the first sitting of the Cortes on the 15th of February; and it is hoped that by the latter date peace will be entirely restored. During the campaign the King's head-quarters will be at Bilbao, San Sebastian, and Vittoria.
