fc A special meeting of the Council was held at 4 pm. Present—The JJayor, Crs Ick, Schmidt, Thomson, J. A. Bird, Jones, and Gapes. On the motion of Gv the Council confirmed minutes Nos 2 and 3, passed at a meeting of the Council, held on 17th January, 1876, with reference to drainage.
The Mistral., meeting was held at the conclusion of the'speciaL meeting. . -.v. v The town clerk reported as follows;: — Received from rate collector, account of general city rates, £lll 7s 6d ;' renty.from Market place, 7s ; Waimakariri do, £lB lis 3d ; Resident Magistrate's Court fines, £6 ; licenses, £6 ; drivers' licenses, £l. Overdraft at Bank on general account, £2658 4s 4d ; overdraft on drainage account, £8372 0s 6d; on drainage rate account—Cr, £l96B*Bs 3d ; bills to be .paid on general account, £137 2s 6d ; on drainage account, £ll7 7s 3d. The sum of £lO was rc-votcd to the fire police for badges. The city surveyor reported as follows : "As a great diversity of opinion exists as to the adaptability of the different sorts of stone to be obtained here for road njfetal, I have commenced a plan which T think will set the matter at rest—i.e.. to put dswn ten chains of each sort of stone in tj|e same street, where each sort of stdne -/will be subject to the same amount of wear, and consequently prove which will stand the best.
"As a large amount of money has latqjty been expended in drainage and other works, the works committee requested me tt»give, in a concise form, an account of the different works carried out since the commencement of the concrete channelling, about eigMteen months ago. "Account of works executed :
" Laying out and forming Park terrace* ■•forty-eight chains "M «Forming and metalling part of Chester street, and fencing one side of Oranmer square, twenty-nice chains "Lowering, draining, and forming North, belt, sixty-six chains ''Forming and shingling par.)*, of *£oafltf thirty-five chains y »*#"' %/' Laying thirty miles of concrete channelling J " Lowering, forming, and shingling about twenty-four miles of footpaths " Forming about twelve miles of roadway after completion of the channels " Building four bridges over the River Avon " Building three underground culverts in brick , " rebuilding several stouu culverts " Building nine chains of brick sewer in Kilmore street " Building oue and three-quarter miles of brick sewer on East and South belts^ "Laying pipes for water supply in Lichfield street " Building two urinals, and setting up six new iron tanks for water carts " Setting stone-breaker to work at quarry, and crushing about 2000 cubic yards of stone "About 7000 cubic yards of shingle spread
on the different streets. "The above are the principal works, but all the minor works of the city should also be taken into consideration when comparing the works with the expenditure. " A reference to the annual balance sheet will show the amounts appropriated to each description of work, " A letter from Mr Wood was received and attended to by the Works cotnmittee." The first clause was approved. Cr Ick said that the synopsis of works done had been prepared at the request of the works committee, in order to show the public what had been done during the last eighteen months. The action taken by the city surveyor was approved. " The tenders of Messrs W. Montgomery and Co, for cement at 20s 2d per barrel, and for totara timber at 16s 5d per 100 ft, were accepted, The tenders for wedge shaped bricks, &c, were referred to the publio works committee, with power to tako action. > It was resolved, on the motion of Cr Ick, seconded by Cr Schmidt—" That the arrangements for the presentations of certificates of merit to Messrs Piper and Roberts, be left to the chairman of the fire brigade committee, Cr Jones/V A letter was received from Mr W. Pratt, on behalf of owners and occupiers of property fronting on Colombo street, asking tbat the footpath on the west side, between Tuam and Lichfield streets, might be asphalted on the usual terms. The request was granted. A letter was read from certain of the inhabitants of Peacock street, asking thatit might be taken over by the City Council, iand that it be named Peacook street. I| The letter was referred to an officer of the Council to verify the signatures. A letter was read from a widow asking for remission' of rates for 1875 and 1876. Referred to the rate collector to report.
A letter, was read from Mr R. W. Fereday, drawing attention to a paper readsby him before the Philosophical Instititf e as to water supply for extinguishing firej. The town clerk was- directed to write to Mr Fereday thanking him, and stating that his letter would have due consideration, ,-v, The Mayor said that Mr Harman.,was very anxious that arrangements should be made with Mr Lane to pump the water from the river into a raised tank to be used in case of fire. \ -

An for a driver's license to Percy Bmson was refused.
