ROAD BOARDS.

AVON. The usual meeting of the Board took place on Tuesday, the 12th instant. There were present the chairman (R. G. Wright), and Messrs Dickenson and Laine. The clerk reported the receipt of the following suras—viz, general rate, £ll9 4s lid ; Waimakariri rate, £9 18s 7d ; subscription to road, section 33, £9 ; balance of General Govern meat grant, £1 19s 4d ; instalment of Provincial Government grant, £467 ; total, £607 2s lOd. The balance to the Board’s credit is £1077 17s sd. A letter was read from the Government asking the Board for amount of contract entered into for Telegraph road. Ordered to be given. One from Mr Wilkin in reference to the drainage of west end of Merivale road. A repiy to bo sent that the matter would be attended to at once. From church trustees, in reference to injury to their frontage being caused by lowering Innis’ road. One from Mr Lee, on behalf of Mr Bealey, relating to the special rate for clearing the river Styx. An objection was received from Mr McGregor against the special rate for widening the Caledonian road. Tenders were opened for forming Caledonian road, and one was accepted on condition that the rate was agreed to and passed by the Superintendent. One for New Brighton bridge—and accepted, provided the promised subscriptions are paid into the Bank, and the clerk to apply for the grant in aid. No tender being accepted for road through section 33, fresh tenders to be called for for next meeting. The Board decided to form Rastrick’s road by the labor gang. The Board decided to call for tenders to form and clay a portion of the Sandhills road beyond Stewart’s gate, and expend £lO on filling in the flat near McGolrick’s, and repair and clay the road on the east side of the gate, provided the inhabitants do onethird of the work. The clerk was directed to apply to the Superintendent to approve of the special rale for clearing the Styx. The Board decided to accept Mr Hawkins’ offer to supply teams for carting clay to raise a portion of Preston’s road. Accounts to the amount of £220 19s 4d were passed and ordered to be paid, and the Board adjourned. LINCOLN. A meeting of this Board was held at the office, Prebbleton, on Thursday, the 7th inst. Present —Messrs Tosswill (chairman), Leadley, Maskrey and Wills. The minutes of the last general and special meetings having been read and confirmed, the surveyor read his report which was considered. After which the following correspondence was read. From the Bank of New Zealand, informing the Board that the present balance at the Bank is £1371 17s 3d. From the Provincial Treasurer, enclosing cheque for £5 4s 7d, being the amount allocated to this district in finally adjusting the Road Board grant for 1870-71 under the Payment to Provinces Act. From Mr Joseph Newton, accompanied by samples of metal broken by one of Messrs Marsden’s stone breakers. The surveyor was directed to acknowledge the receipt of the letter, and to inform Mr Newton that the Board fully recognised the merits of Messrs Marsden’s patent. From the Secretary for Public Works informing the Board that the sura of £431, being the second instalment of the Provincial Road Board grant for 1875-6 has been forwarded to the Provincial Treasury for payment. From Messrs Austin and Kirk, informing the Board that they have in stock wedge shaped bricks for building circular drains, and also enclosing price list of their drain pipes. The surveyor was requested to pay Messrs Austin and Kirk’s yard a visit when next in their neighborhood. From David Williams, askthe Board for an increase in the rate now paid him for carting. The surveyor wa» requested to state in reply that the Board could not accede to his request. Tenders were opened and one accepted for each of the following works;—No I—Halswell road by Ladbrook’s (forming). No 2—Halswell road by Ladbrook’s (metalling). No 3—Sharps and Townsend’s drain. No 4—Templeton and Halswell road (metalling'). No s—Ellesmere road, by Dawson’s (claying and metalling). The Board decided to call for tenders for the following works : —Dawson’s road, metalling from Thomson’s corner to Dawson’s bridge ; Tramway Drain road, filling and carting 500 yards of clay, and metalling forty chains, more or less; drains from River Halswell to Winter’s Bridge, cleansing and maintaining for twelve months. The Board authorised Mr Wills and the surveyor to inspect the Tramway Drain road, between Osborne’s Bridge and the Flax Mills, with a view of calling for tenders for work to the value of £6O. Resolved—“ That the arrangement with Mr Taylor for impounding cattle, &c, do now terminate, and that Mr Taylor be written to to that effect.” The Board decided to appoint Mr Goodrich, the Lincoln poundkeeper, to the vacant office at a salary of £lO per annum, Court expenses to be paid by Board, if necessary. The pay-sheet, amounting to £69 12s lOd, having been passed for payment, the Board adjourned. COURTENAY. The Board met at the office, White’s accommodation house, Courtenay, on Tuesday, sth October. Present —Messrs Mathias (in the chair), Cardale, Gough, and White, The minutes of the last meeting having been read and confirmed, the surveyor read his report. This having been considered, a letter was read from the Secretary for Public Works, stating that in answer to a request of the Board a road would be laid off from the Selwyn, near Haldon, to section 16,243 ; also, a letter stating that Messrs Hopkins and Anson’s letter, relative to the crossing on the railway by Kirwee station, had been referred to the Railway Engineer. The surveyor was directed to write again to the Government, informing them that a similar answer was made on the 2nd June to the same request, and that Messrs Hopkins and Anson were being put to great inconvenience through the delay. Also, in answer to a request for £250 to plant certain reserves, the Board were informed that the Steward of Reserves would be round shortly, and report to the Government as to the suitability of the reserves for planting. Also, from the Immigration Officer, stating that the man spoken of before had found employment, but that he would select a suitable person on the arrival of the next ship. Also, a letter from Mr W. Pitt, suggesting the formation of certain roads at Kimberly. Also a letter from the Provincial Treasurer, informing the Board that the sum of £5 4s 7d had been allocated to Courtenay, upon readjusting the Road Board grants for J.9TO-1, under the Payment to Provinces Act.

Also from the Secretary for Public Works, stating that the sura of £4Bl, being the second instalment of the provincial grant for 1875-6, was paid to the Board’s account. Tenders were then opened for works advertised at the previous meeting, and one in each case accepted. Complaints having been made to the Board about the way gates were hung on certain roads in the district, the surveyor was instructed to visit the different gates and give notice to all persons who have not conformed to a resolution passed by the Board at the commencement of the year. The pay-sheet, amounting-to £196 6s lOd, having been adopted and passed, the Board adjourned. GUST. The usual monthly meeting of the Oust Road Board was held at the Road Board office on Monday, 11th inst. All the members were present, A circular was read from the Secretary for Public Works, stating that the second instalment of the Provincial Road Boards grant, £312 15s, had been placed to the account of the Board. Correspondence was read from the Secretary for Public Works, in reference to the charges on timber on the Oxford line. From the Oxford Road Board, stating that they were willing to contribute one-half the cost of opening out the Boundary road, provided the Oust Board undertake the work. From the West Eyreton Road Board, asking the Board if they are willing to contribute half the cost of building a bridge on the Boundary road, with concrete walls and timber flooring. The clerk was directed to reply, and state that the Gust Road Board are willing to contribute half the cost of a timber bridge, and will undertake to do the work. From Mr G. Donaldson and John Alson, stating that they are willing to comply with the usual terms for carrying the drain through their land. From Matheson’s Agency, asking the Board to form the road over the hill to the Ashley. The clerk was directed to write to Mr S. Sprott, and ask him if he is willing to sell a piece of land at the corner of his section, so as to take the road round the hill instead of going over it. Tenders were opened for forming road from Oust bridge at Mr Tipping’s. Mr Obed Hosegood waited upon the Board and asked to have pipes to put across the ditch near his slip panel, as the entrance to his land was not cut off by the works of the Board. The request was not granted The clerk was directed to write to all the persons in the district having fences abutting on roads, and overgrown with gorse, in accordance with Road Board Ordinance 1874, clause 78, to have the gorse or broom cleared off. It was decided that the clerk have authority to grant permission to persons applying to be allowed to plough the sides of the roads, so as to kill any gorse or broom growing thereon. The clerk was directed to call for tenders for forming road by Free’s, metalling Ruddenklau’s road, metalling road by Charles’s, and forming West Boundary road. Accounts to the amount of £9O 14s were passed for payment, and the Board then adjourned. MANDEVILLE AND RANGIORA. A meeting of this Board was held recently. Present—Messrs J, C. Boys (chairman), Blackett, Bramley, Hinge, and Parsons. Tenders were opened for forming Upper Rivermarsh road and Reserve road, Woodend. In the first case the lowest was accepted, and in the latter only one was sent in, which being excessive, was rejected. A letter was received from Mr Bowie, asking for the promised work to the Taranaki Creek to be carried out, as the lagoon was higher now than before the creek had been cleared, it having been filled in by the natives. The chairman undertook to communicate with Mr Stack on the matter, so as to ascertain what level the lagoon should retain. One from Messrs Joynt and O’Neill, in reference to the piece of land to Jbe taken from Mr Rickman, to which the seal of the Board was attached, and the clerk was directed to see them about the remainder of the letter. The Rev B. W. Dudley attended and spoke of the gate leading to the immigrants’ cottages being locked and out of repair. The clerk was directed “to see the proper official to have it rectified. A letter from Mr Heywood, of the Mount Thomas road, asking for certain work to be done to the road, which was required. The surveyor was directed to see to the ford and cutting, and to reply that the shingling would be done in due course. He was also directed to prepare plan and estimate for the bridge over the Cam, by Edwards’s, and to see further about fencing the Cam side road, and report at next meeting ; to erect finger posts at the junction of the three roads with the beach ; to erect a board at the Saltwater Creek bridge, announcing it unsafe for any heavy traffic ; to invite tenders for shingling the Flaxton road to Kelcher’s ; to form Back street; to enquire and report upon a site for a gravel pit, in the vicinity of the English Church, at Fernside. A complaint having been made by the agent of the Colonial Bank that the drain across the road was becoming a nuisance to him, the clerk was directed to inform Mr Sinclair of it, stating that as the permission to drain into this one was only conditional, that the nuisance must be abated, or the Board would be compelled to withdraw the permission.
