BOROUGH COUNCIL.
KAIAPOI. Tuesday, September 7. The fortnightly meeting of this Council for despatch of ordinary business was held on Tuesday evening. Present—the Mayor, Crs Blackwell, Wearing, Porter, Funston, and Milsom. Leave of absence was granted to Cr Parnham. A letter from K. Mcintosh was read asking for a culvert to be made at junction of Meadow and Beach roads. The Council appeared to consider the work unnecessary, but if carried out a portion of the cost might be contributed. On the motion of Cr Porter, seconded by Cr Blackwell, the letter was referred to the works committee to report at next meeting. The town clerk reported that Mr Craig, secretary of the insurance association, had forwarded the contribution of £25 towards the maintenance of the fire brigade. At the suggestion of the Mayor, on the motion of Cr Blackwell, seconded by Cr Wearing, it was resolved that the Mayor, Crs Porter and Funston be appointed a committee to report on the leases held for river reserves.
The balance sheet showed the receipts for the fortnight to have, been—Subscription to fire brigade, £25; Court fines, £4; rates, £37 10s ; total, £66 10s. The credit balance in the bank was £6l 7s 9d.
On the motion of Cr Milsom, seconded by Cr Funston, the following: accounts were passed :—Carting, £22 5s 6d ; labor, £l2 0s 9d ; carpenters' work, £1 4s ; foreman, £4 10s ; town clerk, £7 19s 2d ; institute committee, £2 ; total, £49 19s sd. On the motion of Cr Wearing, seconded by Cr Porter, it was resolved to write to the Mandeville and Rangiora Road Board, informing it that half the cost of planting Beach road was £3
Cr Wearing, chairman of the works committee, said the pound had been attended to, and there would not in future be reason to complain of the want of drainage. The Ohoka drain had been deepened so as to improve the drainage from the Ohoka road, and the Eyreton Road Board were putting in a brick culvert crossing that road. Several holes in Meadow road had been filled with sand. All the works in hand were completed or nearly so. Cr Porter moved—" That the thanks of the Council be recorded to the retiring members for the energy which they have shown in fulfilling their duties during their term of office." He fully expected to see two of the members re-elected, and was glad to think that the third would be able to fully occupy his time in another way. Cr Black well seconded the motion. It was customary to pass such a resolution, and in this case was deserved. The Mayor concurred in the foregoing reraaiks, and despite all complaints about Cr Weariug's over zeal, the Council have never had such an energetic chairman of works committee, and he regretted that the Council would lose Cr Wearing's presence at the Council table.
The motion was carried unanimously.
Or Wearing, returning thanks for the expressions used towards him, stated that he had done his best, according to his humble ability, and had not shown partiality to any portion of the borough. In regard to pitting North against -South side, if only the foreman of works was seen on the former.portion with a rake, a few people on the fouth side were ready to raise an outcry. These few were, he was going to say, nothing but a lot of low-lived slanderers, continually growling. If he ever offered his services again, and this feeling still existed, he should strenuously advocate that the Council should expend the rates where raised, which would amount to fair play all round. He begged to thank the Council on behalf of his brother Councillors and himself. The Council then adjourned.
